Description
The Substance Abuse and Mental Health Service Administration,(SAMHSA), The Center for Substance Abuse Treatment (CSAT) through the Program Support Center (PSC)plans to award a sole source simplified acquisition to The Takini Network, P.O. Box 4138, Rapid City, South Dakota 57709. The period of performance is from date of award to February 1, 2004. SAMHSA has long recognized the effects of types of post-traumatic trauma on individuals in the healing and recovery stages of treatment of substance use and mental health disorders. Recognizing and addressing the symptoms of stress and trauma in treating substance use or mental health disorders is critical in meeting the treatment needs of the individual. Since the traumatic national events of September 11, 2001, the focus on addressing these issues as part of the healing and recovery process has taken on increasing importance. This acquisition is to support the AModels for Healing Indigenous Survivors of Historical Trauma@ Mini Conference to be held at the Santa Ana Tribal Reservation. This conference shall address the events of 9/11 and the threats of bioterrorism in uncertain times, and their impact upon designing and delivering effective healing interventions. For many historically traumatized populations, such recent events and threats may trigger specific trauma reactions and associations. Specific treatment implications are addressed in response to these reactions. It is anticipated that approximately 150 persons will attend this mini conference and planning session. The Contractor shall plan (with SAMHSA/CSAT involvement) and implement the conference, provide a summary report describing the successes and weaknesses of the conference, and recommend next steps in training the TASC field. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST BY RESPONDING TO THE REQUIREMENT WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE . A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
