- Description
- The Department of Health and Human Services intends to negotiate with Dr. Alan H. Kvanli, 3837 Hunters Trail, Carrollton, TX 75007, on a sole source basis under the authority of FAR 6.302.1. The purpose of this contract would be to obtain expertise to assist the DHHS Office of the Inspector General (OIG)/Office of Audit Services (OAS) in the area of statistical methodologies and generally accepted statistical principles for use in statistical analysis in accordance with the OIG guidelines set forth in ?OAS Audit Policies and Procedures - Chapter 20-02?. OIG seeks to expand and refine their statistical capability as continually increasing demands on audit resources create a need to develop more efficient and effective sampling plans. Dr. Kvanli has written computer programs to select sample items using the RHC (Rao, Hartley and Cochran) methodology to appraise audit data. This methodology is used in multistage audits and has led to a significant reduction in audit resources required. As the author of these methodologies, he is uniquely qualified to address legal challenges to statistical sampling and estimates. He is also the developer of the OAS Windows RAT-STATS 2003 statistical software used by OIG/OAS. Dr. Kvanli alone has both experience, pre-established computer programs and methodologies necessary to appraise, analyze and defend the data collected. Any other contractor would have to: 1) develop specialized knowledge of the required methodologies, 2) develop similar computer programs, and, 3) acquire knowledge of the on-going audit legal challenges Dr. Kvanli is currently defending for OIG and the knowledge to defend future legal challenges. Therefore, the government believes that to award this contract to any contractor but Dr. Kvanli would result in a significant increase in cost and even then would not assure adequate service. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government=s requirement as described above including a specific statement addressing the fourth factor listed above (source of additional funding). No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See Note 22.
