- Description
- The U.S. Department of Energy (DOE), Office of Security, Information Classification and Control Policy (SO-12), intends to acquire specialized technical, analytical, and administrative support services in support of SO-12?s Information Classification and Control Policy mission. The type of services to be solicited shall include: (1) Classification and Control Guidance Development and Support; (2) Policy and Procedures Development, Appeals, Outreach and Appraisal Support; (3) General Support; and (4) Education Program Support. Award of one five-year (two-year base with three one-year option periods) Cost-Plus-Award-Fee (CPAF) level-of-effort contract is contemplated. The estimated Direct Productive Labor Hours (DPLH) are anticipated to be 151,700 for the base period and 75,850 for each option period. This acquisition will be a 100% set aside for the small business concerns. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor. The place of performance is at the DOE facility in Germantown, Maryland. Contractor personnel shall have a valid ?Q? security clearance at the time of contract award or a DOD Top Secret clearance is acceptable if based upon an SSBI background investigation less than 5 years old. The North American Industrial Classification System (NAICS) code is 541690, the size standard is $6.0 million. "See Note No. 1" The solicitation will be issued electronically via the Department's Industry Interactive Procurement system (IIPS), around September 30, 2003. No paper copies of the solicitation will be made available. Interested parties who are not registered on IIPS should immediately go to the ?DOE e-Center? located at: http://www.pr.doe.gov and select the, ?Register? button to register to receive a notice of when the RFP is issued. Prior to submission of any proposal, potential offerors are advised that it is also their responsibility to verify any change in the requirements or closing date. It is recommended that first time users review "IIPS Frequently Asked Questions" and the "IIPS User's Guide" located on the "DOE e-Center" http://www.pr.doe.gov/ website. In addition, for technical assistance, please contact the IIPS Help Desk at helpdesk@pr.doe.gov. No other information is available on this requirement at this time. Following the issuance of the solicitation, a written question and answer period will be available.
