- Description
- The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-03-G-0003 with Sikorsky Aircraft Corporation (SAC), P.O. Box 9729 Stratford, CT 06615-9129 on an other than full and open competitive basis in order to provide Active Vibration Control (AVC) Risk Reduction Testing for the MH-60S aircraft. The flight test will validate the best AVC actuator locations in the fuselage, thus enabling low risk production installations that will achieve the vibration objectives. The Risk Reduction Flight will be performed in three (3) phases: Phase I - Planning and Preparation, Phase II ? Program Execution and Conduct, and Phase III ? Documentation and Reporting. The estimated period of performance for this effort is six months. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SAC is the sole developer of the H-60 helicopter and therefore the only source possessing the proprietary data, expertise, equipment and personnel to design, develop and incorporate modifications to the MH-60S helicopter.
