Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested for solicitation number NOI3086 and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Concern. The associated North American Industry Classification System (NAICS) Code 325998, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure on a sole source basis with Applied Biosystems, the following reagents: Bigdye Terminator Reaction V3.1 Cycle Sequencing Kit (qty-2); Bigdye Terminator Ready Reaction V1.1 Cycle Sequencing Kit (qty-1); and Capillary Array 96x 50 cm (qty-3). The NIAID investigate the molecular basis of drug resistance, parasite sexual development, and population genetics of human malaria parasite Plasmodium falciparum. Currently, we are developing a high-resolution genetic map integrated with micro satellites and single nucleotide polymorphims (SNPs) by sequencing genes from multiple isolates. This effort involves quite large-scale DNA amplification and sequencing. The reagents will be used for DNA sequencing and is specific for ABI377, ABI3100 and ABI3730XL machines, currently used in the laboratory. It is essential that the same reagents continue to be used to properly operate the ABI machines; machines will not run with any other reagent. These reagents are only available from this company. The Government will award a fixed price contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate offers: 1) price, 2) technical capability to meet required specifications. Anticipated Date of delivery ? September 19, 2003; place of delivery- NIH/NIAID, Maryland 20892; FOB origin. Offeror must include with their offer a completed copy of provisions at FAR 52.212-3 Offerors Representations and Certications ? Commercial Items. Offer must be submitted no later than 5:00 P.M.
