Description
The National Institute for Literacy (NIFL) is required by Congress to disseminate information on scientifically-based reading research, which includes continuing activities begun under the Reading Excellence Act of 1998 and implementing new activities authorized by the Reading First provisions of the Leave No Child Behind Act of 2002. NIFL anticipates that the major tasks to be performed include the following: 1) Planning and executing dissemination activities geared to adult literacy providers and adult learners; 2) Managing an expert panel in adult reading research, including handling logistics for meetings; 3) Maintaining and updating NIFL's adult basic education reading instruction research base, including overseeing the development of the LINCS special collection on adult reading; 4) Providing expert advice in methodological issues encountered in doing Adult Basic Education (ABE) research. The Contractor shall have specific expertise in the areas of reading research, evaluation, research methodology, and shall be familiar with the Reading Research Working Group's (RRWG's) "Adult Education Basic Reading Instruction Principles and Practices" documents. The RFP will be issued on or about April 1, 2002. The closing date is May 6, 2002. Requests for copies of the RFP may be made by telephone, mail, E-mail, fax (202-233-2051) or in person. All requests shall reference RFP ED-02-R-0014 and the title of the RFP. The RFP can also be found on FedBizOpps on or about the RFP issue date. Copies may be picked up in person on the issue date at the same address. All responsible and qualified sources may submit a proposal for consideration.
