CHINA, Tel: (+86-28) 570-2302, Fax: (+86-28) 570-4085 : The Grantee invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms which are qualified on the basis of experience and capability to develop a feasibility study for evaluating and developing security, emergency and contingency plans at a sampling of airports in Southwest China. Following the events of September 11th, security has become a priority issue for civil aviation administrations worldwide. In China, the national-level General Administration of Civil Aviation (CAAC) is looking to give greater emphasis to the integration of effective security planning as part of the nation?s aviation sector development. The development of airports in China is growing at a rapid rate. During the 10th Five Year Plan, over 100 airports are slated for construction or expansion. A number of these new airports are expected to be in China?s southwest region. Civil airports within this region are under the administration of the Southwest Regional CAAC. The Southwest Region CAAC has oversight over 23 civil airports. By the year 2005, an additional 15 airports are expected to become operational in the region. By the year 2015, this should increase by another 8 bringing the total civil airports in the region to 46. The southwest region of China encompasses a population of nearly 200 million and includes significant industrial and tourism centers. Significant air traffic is generated in the region and is expected to grow as the area further develops economically. At present, no ICAO security audits have been conducted at any of the region?s airports. In line with national directives, regional CAACs are charged with conducting re-assessment of security systems and practices within the airports of their jurisdiction, in order to help plan for the integration of improved systems to achieve higher levels of security and safety throughout the nation?s airports. In general regarding safety and security-related matters, the regional CAACs are involved in inspections, announcing security-related notices and orders, leading investigations of civil aviation-related safety and security problems, and the review and approval of civil air security management activities concerning airports in their region. With its growing number of airports and levels of air traffic, Southwest CAAC considers security to be a high priority for the region. In order to assist it in the process of developing the most effective strategy for addressing the security needs of its airports, Southwest CAAC is utilizing USTDA grant assistance. The assistance will provide funding for the development of a strategy and action plan for future security infrastructure construction that will best address the security objectives of CAAC and meet international standards. The plan will be based on the assessment of existing systems and practices, identifying recommended technical, equipment, and management policy solutions, as well as financing options, implementation timelines, and procurement requirements. The Consultant shall perform a detailed evaluation of Airport Security Program, Airport Emergency Plan and Airport Contingency Plan documents at a sampling of airports, to be identified by Southwest Regional officials in consultation with the contractor at the outset of project activities. The Consultant shall conduct on-site reviews of land-side and air-side security operations of the selected airports, providing detailed reports of their findings and recommendations for each. The reports shall address the status of present aviation security systems and provide detailed plans for rectifying deficiencies. These plans shall include specifications for new or upgraded Aviation Security equipment systems and/or components, cost estimates, financing alternatives and training needs. The Consultant shall identify relevant U.S. technologies for the recommended systems. It is expected that in the implementation of project tasks that the Consultant shall provide on the job training to two CAAC Aviation Security Specialists in the performance of all aspects of the aviation security evaluation process. This is to assist in developing the capacity of CAAC personnel to conduct similar assessments in other airports within the region and apply the lessons learned from this project. In this way, the Strategy developed by this study can be further verified and updated by CAAC to adapt to changing circumstances. The U.S. firm selected will be paid in U.S. dollars from a $272,660 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). A detailed Request for Proposals (RFP), which includes requirements for the Proposal, the Terms of Reference, and a background definitional mission report are available from USTDA, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Requests for the RFP should be faxed to the IRC, USTDA at 703-875-4009. In the fax, please include your firm?s name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want USTDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to USTDA to retrieve the RFP should allow one hour after faxing the request to USTDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, USTDA cannot respond to requests for fax verification. Requests for RFPs received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mailroom before calling USTDA. Only U.S. firms and individuals may bid on this USTDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the USTDA grant amount. Details of USTDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in English and Chinese directly to the Grantee by 4:00 P.M., September 15, 2003 at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission of Proposals.
