Description
Notice of Intent to Award to a Sole Source: Description: The Bureau of Reclamation intends to negotiate on a sole source basis with URS Corporatioin, 8181 Tufts Ave., Denver, CO 80237, for the following: The Technical Service Center of the Bureau of Reclamation has need for technical assistance to write two documents required for Operable Unit (OU) 1 at the Orphan Mine Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Site, Grand Canyon National Park, AZ. OU1 consists of the Site upper mine area generally located on the Grand Canyon's South Rim between Maricopa Point and Powell Point and encompasses approximately 28 acres. The documents required are the Human Health and Ecological Risk Assessment Work Plans which will establish the processes to be used in the OU1 Engineering Evaluation/Cost Analysis (EE/CA) for determining risk to potential human and ecological receptors in the area of OU1 and establishing risk-based removal action goals for OU1. The combination of an Ecological Risk Assessment and Uranium as a major contaminant at this abandoned mine site is rare. There has been only one document accepted by EPA and published relative to this eco-risk/Uranium situation. URS Corp., Denver, prepared that document, which is being used as guidance to prepare the Orphan Mine Document. The URS Document is the Quality Assurance Project Plan for Midnite Mine . It is necessary to obtain the services of the authors of that document to prepare the Orphan Mine risk assessment documents. Any firm that believes it can furnish the items described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: 500 employees, for North American Industry Classification System (NAICS) Code 541330.
