- 17. This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI 3085 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-15. The National Institute of Allergy and Infectious Diseases intends to negotiate on a sole-source basis using simplified acquisition procedures with Beckman-Coulter, Inc. of Fullerton, Ca. for ten (10) custom tetramers that are needed to amplify the immune response in HIV-1 infected long-term non-progressors. The technology for these tetramers was developed at Stanford University and Beckman-Coulter is the only vendor licensed to market their development. This is a continuation of a previous effort as part of NIH/NIAD Project No. Z01 AI 0000585-08, Pathogenic Mechanisms in HIV-1 Infection. Changing variables would prevent the correct interpretation of experiments in progress and thus cause harm to the mission of the Institute. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325413 and the small-business size standard is 500. These items will be delivered to a NIAID facility in Bethesda, MD. This is a fixed-price contract and the FOB terms are ?Destination.? Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time September 3, 2003.
