- The U.S. Department of Commerce, NOAA, intends to solicit for purchase 10 each Excess Noise Ratio (ENR) Measurement Instrument, (WSR-88D), Micronetics P/N NT-187-1, NSN: 6625-01-465-6031, ASN: R400-SE44. The only source of supply known for this item is Micronetics Wireless, Hudson, NH 03051. These items are being purchased for the National Weather Service (NWS) to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to maintain the WSR-88D weather surveillance radars commonly known as NEXRAD. Micronetics Wireless has developed a calibrated noise generator, the NT-187-1, for use in calibrating their proprietary Noise Source, RFN-363, which is used in the WSR-88D. This specific model of the ENR Measurement Instrument, NT-187-1 was developed in conjunction with the National Weather Service Operational Support Facility Engineering Branch for specific use with the WSR-88D radar system. It is required for in the WSR-88D radar to determine if Noise Sources (RFN-363) are acceptable for stock, and are in calibration at the 166 operational WSR-88D radar sites. The WSR-88D radar system uses the RFN-363 within tighter tolerances than the specification for the device itself. In other words, the RFN-363 can meet technical specifications for procurement, but not meet operational requirements in the WSR-88D. The NT-187-1 will allow for a procedure to periodically check and calibrate the RFN-363 for use within NEXRAD operational specifications at operational WSR-88D field sites. As these parts are in support of current NWS NEXRAD program, alternative or like items could not be acceptable without extensive testing. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions. Any business able to provide the exact make and model of the equipment reference herein is encouraged to respond to this announcement within 10 calendar days after its publication. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the specified equipment. Also include the name, telephone number, and point of contact for businesses or other government agencies to which it has previously provided these items. Failure to provide the required information will deem your request non-responsive. This is NOT a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a purchase order to Micronetics Wireless, whichever is determined to be more advantageous to the government. The anticipated award date shall be on or about 15 calendar days after date of this announcement. The NAICS code for this action is 334515. All responsible sources may submit a bid which will be considered by the Agency.
