AREA SCOPE OF WORK: U.S. Citizens only I. JOB DESCRIPTION USAID/Jamaica is seeking the services of a U.S. Citizen to serve as Program Officer under a Personal Services Contract (PSC) for a period of twelve (12) months. No extension beyond the contractual completion date is envisioned at this time. II. BACKGROUND USAID/Jamaica is a full development Mission. The approved strategy for 2000 to 2004 includes strategic objectives targeting sustainable natural resource management, employment generation, improved health and education. The expanding Caribbean Regional Program (CRP) is integrated within all Mission Offices with special emphases to be placed on Environment, Economic Growth, HIV/AIDS and Administration of Justice. The Office of Program Development and Management (OPDM) supports the Office of the Director and the Mission's Strategic Objective Teams (SOTs) in the planning, monitoring and achieving of bilateral and regional program results by managing the key USAID business practices of strategic planning, budgeting, program monitoring and evaluation, and by providing guidance to SOTs on activity design and implementation. OPDM also plays a lead role in the Mission on all matters related to re-engineering, public relations, donor relations, and economic analysis. III. SPECIFIC DUTIES AND RESPONSIBILITIES The Contractor shall serve as the Mission?s Program Officer and Team Leader of the Office of Program Development and Management (OPDM) and as a member of USAID/Jamaica?s senior management team. The Contractor shall be responsible for planning, coordinating and monitoring all elements of Mission programs to assure consistency with USAID and LAC Bureau policy, priorities and procedures; approved Mission country and regional development strategies; and resource levels. In addition, the Contractor shall: 1. Manage development process for and draft Mission submissions of major program documents, e.g., Congressional Budget Justification, Country and Regional Strategic Plans, Results Review and Resource Requests and various briefing documents. 2. Oversee budget planning and maintenance of the Mission?s OYB requirements for proposed and on-going activities. Monitor pipelines, mortgages, expenditure projections, contract levels, congressional interest codes, and other pertinent data relevant to efficient and effective requests and allocation and utilization of program monies. 3. Maintain continuous liaison with the USAID/Washington Desk Officer and occasionally with other U.S. government Agencies within the U.S. Mission, such as Peace Corps and Military Liaison Office to ensure support for USAID programs and activities. Prepare briefing papers, press releases and speeches on USAID activities for the Mission Director, U.S. Ambassador and other USG representatives; maintains and updates Mission?s briefing materials used to brief visitors and other interested parties on USAID?s program. 4. Ensure that each SOT has an effective understanding of ADS 200 ?Managing for Results? policies and practices; and is using these policies and precepts on a regular basis in carrying out their responsibilities. 5. Provide guidance and direction for the design and planning of new program strategies and activities. Provide guidance to Mission technical offices on documentation requirements and procedures, and SO/activity performance. Serve as Activity Manager, as needed, for Mission Management. 6. Participate in discussions with representatives of other U.S. Government agencies (e.g. USAID?s Peace Corps liaison), international organizations (e.g. UNDP, European Union, DFID and CIDA), and other lending institutions (e.g. World Bank and IDB) participating in assistance programs within the Region to ensure coordination of programs, policies, objective and priorities. 7. As appropriate, perform analyses of host government policies, budgets, development plans and programs and interpret U.S. legislation and requirements, USAID policy/program directions, regulations and operating procedures. 8. Serve as USAID principal counterpart with the Ministry of Finance and with CARICOM on all matters related to bilateral and regional SO agreements and amendments. Representative Duties: 1. Serve as the principal Mission Officer in charge of the analysis, planning, budgeting, design, approval and justification of Mission development programs, which includes: a. Monitoring assumptions in the operating unit?s development hypothesis and strategy, including the monitoring and analysis of the cooperating countries development policies, budget and potential; b. Evaluation of the interrelated roles of the various program sector components in the development process of the Region; c. Application of a broad knowledge of U.S. Government and USAID regulations and procedures, including USAID ADS Series 200; and d. Program and sector planning and design based on a comprehensive understanding of U.S. and cooperating countries development needs and objectives. 2. Direct USAID?s study and analysis of: a. The economic, social, and political development of Jamaica and the Caribbean; and b. The Amendments to and/or revisions of the bilateral and regional strategy ? taking into account Congressional and Bureau priorities and country needs. 3. Interpret and provide guidance to Mission and cooperating officials on the analysis, design and planning of program and project proposals, and the preparation and negotiation of program/SO agreements. 4. Following program approval and determination of budgetary levels by USAID/Washington, direct the preparation of the documentation and participates in the conduct of required negotiations with the cooperating governments on final Program/SO Agreements. Monitor adherence to counterpart requirements, CPs and covenants. Ensure compliance with country and activity checklists prior to obligation. 5. Direct program adjustments as necessitated by changing conditions and needs, amend program documentation to enable flexibility in managing for results. 6. Develop and direct the maintenance of a system for recording current implementation status of all program budget activities. 7. Participate in discussions with representatives of other U.S. Government agencies, international organizations, voluntary agencies, and education and lending institutions participating in assistance programs within Jamaica and the Caribbean region to ensure coordination of programs, policies, objectives and priorities. 8. Evaluate grant and contract proposals from an overall program and funding point of view, assess the feasibility of entering into contract and grant funded arrangements and advise on documentation required. 9. Direct or participate in the preparation and submission of evaluation, statistical, analytical and narrative studies and reports required by Congress, the Agency, the Embassy and the Mission. IV. TECHNICAL DIRECTIONS: The contractor will receive technical direction from the USAID/Jamaica Deputy Mission Director. V. QUALIFICATIONS: Education: A minimum of a Masters Degree. An educational background and/or professional experience in strategic planning, development economics, systems modeling, and/or an appropriate technical discipline. Experience: At least 10 years of professional experience with USAID at executive or managerial levels. Competence in program development, strategic planning and reengineering applications must be displayed. Direct USAID experience in project management in one of the technical areas in which USAID concentrates is required. Previous work should have involved all aspects of program and budget management, staff development, technical design and analysis, and teamwork, all supported by strong leadership and professionalism. Knowledge and abilities: Strong analytical skills and understanding of the ADS and USAID regulations, general development theory and processes. He/she must be able to deal effectively with persons of different cultural background. VI. SELECTION CRITERIA A. Technical and analytical skills (35 points): Strong analytical skills and understanding of the ADS and USAID regulations, general development theory and processes. He/she must be able to deal effectively with persons of different cultural backgrounds. Thorough knowledge of basic development principles, program and activity development, budgeting, management, and analytical skills to assess activity feasibility. B. Prior Working Experience (20 points): At least 10 years of progressively responsible experience managing international development programs. Competence in program development and strategic planning must be displayed. Direct USAID experience in project management in one of the technical areas in which USAID concentrates is required. C. Oral and Written Communication Skills (20 points): The incumbent must have excellent written and verbal communication skills and demonstrated analytical skills. D. Skills and Abilities (15 points): Strong interpersonal skills, working well both as team leader and/or as team member in a highly diverse workforce is required. E. Academic Background (10 points): The incumbent must have at least a Masters Degree in a development field, technical area, management, economics, business or related specialty. VII. PERIOD OF SERVICE: The Contractor?s period of performance shall be approximately twelve (12) months from the effective date of the contract. VIII. LOGISTICAL ARRANGEMENTS: USAID/Jamaica shall provide office space, telephone/fax/e-mail (for communication with USAID officials and others in support of objectives), as well as travel, lodging and transportation for official purposes. IX. COMPENSATION, ADMINISTRATIVE REQUIREMENTS & LOGISTICAL SUPPORT This position has been classified at a U.S. Government GS-14 level. The actual salary of the successful candidate will be negotiated within that range depending on qualifications and previous earning history. As a USPSC, the Contractor?s salary will be subject to FICA and MEDICARE.
