- Description
- The Department of Homeland Security, U. S. Coast Guard, Maintenance and Logistics Command Atlantic, Norfolk, VA and the United States Coast Guard Academy in New London, Connecticut are seeking interested sources to provide higher education marketing, communication knowledgeable and experience in student recruitment, web development, admissions processes, marketing, recruitment and sales training, image branding and advertising. The successful contractor shall have an established record of success with selective colleges and universities, and bring a wide range of experience with ?best practices? in the student recruitment field. Creativity, innovation, and responsiveness are important attributes this contractor should embrace. Consultation services should be readily available throughout the period of the contract. The Academy is the Coast Guard?s leadership center of excellence, site of the Service Academy, the Leadership and Development Center, and the Coast Guard Cutter EAGLE, America?s tall-sail training ship. It is located in New London, Connecticut and includes approximately 950 cadets and 105 faculty members. Admission to the Coast Guard Academy is selective and requires that students complete a comprehensive application process (see www.cga.edu for details). Unlike other service academies, Congressional nominations are not accepted. The Academy is accredited by the New England Association of Schools and Colleges (NEASC). The Academy?s four engineering majors (Naval Architecture and Marine Engineering, Civil Engineering, Electrical Engineering, and Mechanical Engineering) are accredited by the Engineering, Accreditation Commission of the Accreditation Board for Engineering and Technology (ABET). The management school has been accepted into ?candidacy status? by the American Association of Colleges and Schools of Business (AACSB). Remaining majors include Government, Operations Research, and Marine and Environmental Science. The Coast Guard is currently in the process of developing specific requirements for this program. As of yet the type of contract has not been decided although it is anticipated that a portion of the requirement may be fixed price and other services may be performed on a time and material or cost reimbursement basis. The Coast Guard envisions the future contractor having an intricate network of resources to provide all aspects of marketing and recruitment described above. No solicitation exists for this requirement, therefore DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released, it will be synopsized on the FedBizOps. It is the potential offeror?s responsibility to monitor this site for release of any future solicitation or synopsis. Contractors having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought synopsis including commercial market information and company information in the format of a narrative that demonstrates their technical understanding and approach and experience, including capability statements and case studies in providing higher education marketing, communication knowledgeable and experience in student recruitment, web development, admissions processes, marketing, recruitment and sales training, image branding and advertising, and client listings via e-mail to the Contract Specialist at: kmcelheney@mlca.uscg.mil. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
