Description
The Corporation For National and Community Service, a wholly owned Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, conference space and meals for AmeriCorps*VISTA Leader?s Training. This training will take place in Philadelphia, PA proper, November 17-21, 2003. The group will check in on Monday, November 17, 2002 and will check out November 20, 2003. Registration: Six large tables set up in the assigned registration area outside the main meeting room along with a phone line and phone beginning at 2:00pm on November 17, 2003 and remaining until conference conclusion. For those participants arriving before check-in, an area should be designated for luggage storage. A message board should be set up and left in the registration area throughout the conference. Sleeping rooms: Thirty (30) singles for November 17-20, 2003 (four nights). Sixty to Eighty-five (60-85) doubles November 17-20, 2003 (four nights). Meeting space: One (1) office or suite November 17-21, 2003. One (1) general session room for November 17-21, 2003 set in rounds of eight (8) for one hundred and fifty to two hundred (200) participants. Five to seven (5-7) break out rooms with rounds of eight for 30-35 participants in each room November 18-21, 2003. Meals: Dinner for one hundred and fifty to two hundred (150-200) participants from 6:00-7:30pm on November 17-20, 2003. Full breakfast for one hundred fifty to two hundred participants from 6:45-8:30am November 18-21, 2003. Deli style lunch for one hundred and fifty to two hundred participants from 12:00-1:00pm November 18-21, 2003. Refreshments: To be served each morning and afternoon of the training. Morning breaks may consist of coffee and tea at breakfast; afternoon breaks should include cold drinks, coffee, tea and light snacks. AM and PM breaks are for one hundred and fifty to two hundred participants, November 18-21, 2003. Menus must be included in your proposal along with a standard meal package cost. Equipment: One (1) projector screen and one (1) overhead projector in general session room. One (1) lavaliere microphone, one (1) wireless microphone and podium with a microphone in the general session room November 17-21, 2003. One (1) sound mixer in general session room November 17-21, 2003. One (1) flip chart stand and telephone with outside line, general session room November 17-21, 2003. Two (2) flip stands in general session and one (1) flip stand in each breakout, November 18-21, 2003. One overhead projector and screen in each breakout room November 18-21, 2003. Rental expenses for A/V equipment must be included in your proposal. Transportation: Shuttle service available to and from area airports and train stations on November 17th and 21st, 2003 and parking fees at the hotel, if any. Miscellaneous: In submitting a bid for these services, please quote a price/guest/day. Only sleeping room rental, meeting room rental, and scheduled meeting costs and meal/snack costs for these guests should be included in this solicitation. Incidentals: The guests will pay personal expenses (telephone calls, room service, etc.) themselves. Special requirements: Meeting rooms and at least 25% of sleeping rooms must be accessible to physically challenged individuals. At least 25 % of the attendees at meals will be vegetarians or vegans. Federal regulations require that any hotel/conference space contracted shall comply with the American Disabilities Act (ADA) requirements and the FEMA, Fire Prevention and Control guidelines and submit proof of such compliance. All proposed prices must be inclusive. For example: audio-visual rentals and the cost of food must include gratuity, if applicable. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 97-27. The NAICS code for this requirement is 72.1110 and the small business size is $5M. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. This is a best value procurement and evaluation of offers will be based on quality, past performance and price. The clause 52.212-4, Contract terms and conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34.
