Description
NAICS Code: 541710 The EPA intends to issue the requirement, on a noncompetitive basis, to Duke University, Nicholas School of the Environment. Under a previous procurement, using a third generation Relaxed Eddy Accumulation (REW) system, Duke University, collected a limited flux measurement data set in the fall of 2002 to develop field operational protocols and evaluate chromatographic separation suitability for the pine forest atmosphere. As a result of this work, procedures were established to 1) optimize REA internal pressure and gas flow rates prior to data sample collection, 2) ozone scrubber placement and performance were evaluated, and 3) chromatographic columns were changed to maximize separation of biogenic emissions from adsorbent artifacts (a-pinene resolved from benzaldehyde peak). To address the possible impacts of some of these factors on terpenoid emissions from southern U.S. forests, under this procurement, the Contractor shall conduct a seasonal flux study over a Pinus taeda (loblolly pine) plantation at the Free Atmosphere Carbon Transfer Scheme (FACTS1) site in the Blackwood Division of Duke Forest near Chapel Hill, NC. The REA will be operated by the Contractor to measure biogenic VOC fluxes. Samples will be collected by the Contractor by adsorbing target analytes onto solid adsorbent media. NO SOLICITATIION WILL BE ISSUED AS A RESULT OF THIS NOTICE. Any organization that feels that it can meet EPA's requirements must submit documentation so support it qualifications to perform the work no later than 15 days after posting of this notice. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 334516.
