Description
The Access Board through Department of Treasury, Bureau of the Public Debt, intends to negotiate on a sole source basis, a simplified acquisition to the Institute of Transportation Engineers, 1099 14th St NW #300 West, Washington DC 20005, to plan, conduct and report on an industry workshop on directional cuing for pedestrians with vision impairments. The Access Board plans to convene transportation engineering, orientation and mobility, and disability organization representatives in an intensive workshop to consider potential changes in curb ramp design and intersection engineering that could provide directional cues to crossing travel by pedestrians who have vision impairments. Although blind pedestrians principally use auditory cues to establish and maintain a heading for crossing the street, quieter cars, right-turn-on-red, and complex signaling operations make audible cues less useful today. Directional curb ramps, tactile surfaces, audible beaconing, and other changes could make additional environmental cues available to augment and confirm auditory information and facilitate the crossing of streets and intersections by blind persons. The Institute of Transportation Engineers will develop an agenda for the workshop, develop a contact list of workshop participants, develop and produce workshop materials, conduct the workshop and document the results. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than 2:00 PM, EDT on August 13, 2003. Affirmative responses shall reference RFQ03-098 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required item or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to the Institute of Transportation Engineers.
