Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 828790 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The NAIC is 334310 and the business size standard is 750 employee. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business - Small Purchases Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in an all or none, Firm Fixed Price - One Time Buy contract for the acquisition of the following: Video Accessory Corporation (VAC) Brick series brand name or equal video equipment: 1. Video Equalizing Distribution Amplifier (31-511-204); 2.Composite Video Distribution Amplifier (11-514-104); 3. Composite Video Distribution Amplifier W/loop thru (11-534-104); 4. Composite Video Equalizing Line Driver (31-951-201); 5. Composite Video Distribution Amplifier (11-913-102); 6. Composite Video Distribution Amplifier W/Loop Thru (11-931-101); 7. Unbalanced Audio Distribution Amplifier (16-923-202); 8. Balanced Audio Distribution Amplifier(16-933-302). The following quantites will be require for each; 1. QT OF 200; 2 THUR 8 SHALL BE A QT OF 50 EACH. Minimum salient characteristics are as follows: 1. Shall have a single composite video input and generate four(4) copies of the composite video as outputs. Shall also have amplification of the video for extended video runs; equalization circuit that compensates for high frequency amplitude errors caused by longer video runs; shall have input voltage ranges from 12-32 vdc or 10-28 vac; 2. shall have single composite video input and generates four (4) copies of the composite video as outputs; shall have own individual gain controls; input voltage shall range from 12-32 vdc or 10-28 vac; 3.shall have single composite video input and generates four (4) copies of the composite video as outputs; shall also have loop thru connection which allows the signal to be routed through the video DA and out to other device even if power to the unit has been lost; shall have gain control; input voltage range shall be 12-32 vdc ro 10-28 vac; 4. shall have one input and one output with variable gain control on the output; shall have an equalization circuit which compensate for high frequency amplitude error caused by longer video runs; input voltage range shall be 12-32 vdc ro 10-28 vac; 5. shall have a single composite video input and generate two(2) copies of composite video as output; shall have individual gain control; input voltage range shall be 12-32 vdc or 10-28 vac; 6. shall have single composite video input and generate two (2) copies of the composite video output; shall have loop thru connections which allows signal to be routed through the video DA and out to other devices even if power to the unit is lost; shall have individual gain control; shall have input voltage from 12-32 vdc or 10-28 vac; 7. shall have a single 10k ohm input and two (2) 10k ohm outputs; shall have individual output gain control; input voltage range shall be from 12-32 vdc or 10-28 vac; 8. shall have a single 10k ohm input and two (2) 10K ohm outputs; each shall have individual gain control; input voltage range shall be 112-32 vdc ro 10-28 vac. The Government reserves the right to request bid samples if necessary. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked the vendor is quoting an equal product, the offered item shall be considered the brand name product as referenced in this announcement. If quoting an "or equal" product, the vendor shall submit detailed specifications with their quotation for evaluation purposes. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 1:00 PM EST, August 15, 2003, quote clearly marked RFQ 828790, Attention: Edith Young, Room 6875. Fax quotes will be accepted, and in fact, are encouraged at (703)339-2750, Attention: Edith Young. No hand carried responses will be accepted. The Standard Commercial Warranty is one year. FOB: Destination, FBI, ERF Bldg., Quantico, VA 22135. If offering an "or equal" product, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and responsible to the purchasing activity. Vendors are hereby notified that if your proposal is not received by the date/time stated above, your quote shall be considered late. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212.1, "Instructions to Offeror- Commercial Items" (OCT 2000); FAR provision 52.212-2, "Evaluation-Commercial Item" (JAN 1999); FAR clause 52-212-4, "Contract Terms and Conditions- Commercial Items" (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (JUNE 2003); Subsection (a), (b) and (e) apply. FAR provision 52.212-2, Evaluation-Commercial Items "(JAN 1999), is tailored to read as follows: All responsible vendors may submit a quotation which, if timely received, shall be considered by the FBI. The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers (i) Technical and (ii) past performance. Past Performance--offeror shall provide at a minimum the name and telephone numbers of three customers that have acquired the same or similar products for past performance evaluation purposes. Technical and past performance when combined are significantly more important than price. The Government reserves the right to award without discussions. Each offeror shall include a completed copy of the FAR provision 52.212-3, "Offeror Representations and Certifications-Commercial Items" (JUNE 2003).
