- Description
- The Federal Emergency Management Agency (FEMA), Region IX, intends to award a contract to the Sacramento Area Flood Control Agency (SAFCA) based upon an unsolicited proposal to develop, implement, and maintain a National Flood Insurance Program (NFIP) outreach strategy ? with emphasis on policy retention ? in the Sacramento, California area. This outreach program would be performed on a cost share basis with results yielding benefits for all parties. This contract will be awarded under the authority of FAR 6.302-1 by which the Government intends to solicit and negotiate with only one source. The North American Industry Classification System (NAICS) code for this requirement is expected to be, Professional, Scientific, and Technical Services. This notice of intent is not a request for competitive proposals. However, interested parties should submit a description of their technical capabilities and qualifications within fifteen (15) days of publication of this synopsis. SAFCA is considered to be uniquely qualified for the following reasons: 1) SAFCA is the local government agency responsible for protecting more than 400,000 people who live in the region?s floodplain. As such they are in close contact with the public and as an institution are recognizable by the public; 2) SAFCA has proven experience with pioneering flood insurance outreach programs; 3) SAFCA has a clear understanding of the complex flood insurance rules, including those that govern the issuance of flood insurance refunds, preferred risk policies, and flood insurance policy cancellations; 4) SAFCA has close ties with elected officials at the federal, state, and local level who impact public policy to area flood controls; 5) SAFCA has public credibility and trust through its work to improve area flood controls to spearhead this outreach program. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.
