- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2003-RQ-0042, issued as a Request for Quotation (RFQ) is for the purchase of Portable Satellite System in support of FEMA disaster mission requirements. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular No. 2001-14, dated 05/22/03. This procurement is issued on a restricted total Small Business Set-Aside basis, NAICS Code 334220/small business size standard is 750 employees. Only one award will result from this solicitation via the issuance of a firm-fixed-price simplified acquisition order or a credit card award. Items are req'd to be delivered, FOB Destination, to FEMA, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, which is also the place of inspection & acceptance. Gov't desires delivery w/n 30-45 days (or sooner) after receipt of order. The following items are to be provided: ITEM 1. 1 EA 2.4 M Satellite System (KU band). The system will include the following: 1 EA 2.4 M Antenna, Vertex 24SFK2L; 1 EA Gortex deicing shield; 1 EA Anacom KU transceiver w/LNA; 1 EA Handheld terminal for transceiver; Remote MC cable, 300 feet; 1 EA KU TxReject filter; 1 EA KU band disconnect; 1 EA 3 foot KU Band waveguide; 1 EA Mounting frame; 2 EA IFL cables 250; 2 EA SDM 300A modems; 4 EA Transit cases; KU Dummy load 75-740-6; 1 EA KU Cross coupler; 1 EA Spectrum analyzer; and 1 EA C-Band option kit which provides C-Band operation for the flyaway system above. This system includes: 1 EA Anacom-C 40-W transceiver; 1 EA C-band TxReject filter; 1 EA Circular Pol C-Band feed; 1 EA Linear Pol C-Band feed; 1 EA C-Band quick disconnect; 1 EA 3 foot C-Band low loss cable; C Dummy load 137-740-2; 1 EA C-Band cross guide coupler. MANDATORY: System must have adequate shipping cases for transporting the disassembled satellite system easily and conveniently. Must have easy deployment (i.e., 2 person assembly, captive hardware, precision alignment). Must meet the following operational requirements: Wind: Operational (w/ballast) 30 mph (48km/h), Gusts to 45 mph (73km/h); Survival (w/tie-downs) 60 mph (97 km/h) Gusts to 75 mph (121 km/h); Ambient Temperature Operational: +5 to 122 Degrees F (-15 to 50 Degrees C); Survival: -22 to 140 Degrees F (-30 to 60 Degrees C); Relative Humidity (Operational and Survival: 0% to 100%); Solar Radiation 360 BTU/h/sq.ft. (1000 Kcal/h/sq.m); Shock and Vibration: As encountered during shipment by commercial air, sea, or land; Corrosive Atmosphere: As encountered in coastal regions and/or heavily industrialized areas. EVALUATION: The Gov't will make award on the basis of lowest overall evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors (i.e., lowest cost/technically acceptable). In order to be technically acceptable, the Contractor must provide the items as specified, to include meeting all Mandatory requirements, and the Contractor must provide 3 references to support the firm's capability to deliver quality products in a timely manner (include a current point of contact with working telephone number for each reference so the Gov't can verify the information for acceptability). Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response.
