- The Substance Abuse and Mental Health Services Administration (SAMHSA), (DHHS) through the Program Support Center has a twelve (12) month simplified acqusition procurement described as follows: The Projects for Assistance in Transition from Homelessness (PATH) program is a formula grant program that provides funds to each of the 56 States/Territories to provide mental health and support services to persons who are homeless and have serious mental illnesses. PATH funds are distributed to States/Territories that, in turn, contract with local public or not-for-profit organizations to fund a variety of eligible services. State mental health agencies administer PATH funds and assure compliance with Federal reporting requirements and the statute. State/Territories are required to submit an annual report, which describes the utilization of funds, services offered by local providers and characteristics of clients. The PATH Program is administered by the Homeless Programs Branch (HPB) in the Center for Mental Health Services (CMHS). The Branch monitors State and local activities through review of the annual reports and a limited number of site visits. The PATH program experiences high annual turnover in State PATH Contacts, the mental health agency staff who coordinate the State PATH program. This degree of change in State PATH Contacts and, to some extent, PATH-funded providers, increases the importance of a periodic field review of the program. Further, limited travel funds restrict the number of federal monitoring visits conducted by Branch staff. All firms interested in being considered for this potential acquisition shall submit a written request for a copy of the solicitation to the above address by 3:00 PM EST August 13, 2003.
