- The Centers for Medicare and Medicaid Services intends to award on a sole source basis under Simplified Acquisition Procedures with the Tennessee State University, Center for Health Research, 3500 John A. Merritt Blvd., Nashville, Tennessee 37209, to present a workshop entitled ?Grant Writing Workshop for Historically Black Colleges and Universities Investigators (HBCUs) Mid-Atlantic and Southern Regions ? Tennessee State University. This workshop is a partnership between the Centers for Medicare & Medicaid Services (CMS) and Tennessee State University (TSU), Center for Health Research. The aim of the proposed grants writing workshop is to increase the number of well-trained competitive researchers from HBCUs. The objectives of this workshop are to: 1) select and train 55 HBCU faculty members on how to write health services research grants, 2) increase the number of HBCU researchers applying for health services research grants, 3) increase the success rate of participants who apply for a health services grant award, 4) increase the number of well trained competitive HBCU researchers, 5) develop an HBCU network of cross-institutional collaborators in health services research, 6) examine successful grants that have been written to learn more about the mechanics of writing a fundable grant proposal, and 7) provide HBCU researchers with the tools and skills needed to prepare and submit competitive research grants. HBCU researchers from the MID Atlantic and Southern Regions will attend the workshop. The workshop is planned to be held in 2004. This will be a two-day workshop covering all aspects of a fundable grant proposal. Prior to the workshop, HBCU researchers invited to the workshop will be required to submit a concept paper (not exceeding 2 pages) pertaining to an idea that can be fully developed as a grant proposal. The concept paper will include major components of a proposal such as purpose and specific aims, hypothesis, pilot work (if any), methodology and sampling, and proposed statistical analyses. The workshop faculty will carefully review the papers. A major factor for the sole source justification is that this HBCU is addressing an area that CMS is concern about. TSU is a comprehensive, urban, coeducational land-grant university founded in 1912. The 450-acre main campus, with more than 65 buildings, is located in a residential setting; the Avon Williams Campus is located downtown, near the center of the Nashville business and government district. The University serves an enrollment of 9,000 students. TSU offers 42 baccalaureate degrees and 21 master's degrees, as well as the two-year Associate of Science degree in nursing and dental hygiene, and doctoral degrees in public administration, administration and supervision, curriculum and instruction and psychology. The University is centrally located, easily accessible by car and direct airline flights. It is close to several HBCUs in nearby states. The workshop will be coordinated in collaboration with staff from the Center for Health Research. The Center was established at TSU by Dr. Baqar Husaini, a member of The Network, in 1976. It is a free-standing research center, funded exclusively by external grants from federal agencies, such as the National Institutes of Health, Agency for Healthcare Research and Quality, Centers for Medicare and Medicaid Services, and the Centers for Disease Control. A multi-disciplinary team of researchers at TSU and other universities work with the Center through various research projects and collaborative arrangements. The Center continues to develop a long-standing and active relationship with the local minority community in addressing its health-related needs. If there are no affirmative written responses received within (45) calendar days from the published date of this notice, a purchase order shall be awarded.
