- Description
- Notice of Intent. The U.S. Coast Guard (USCG) intends to award a sole source Indefinite Delivery Indefinite Quantity Type Contract for the procurement of AN/FPN-64 Transmitter Controller Systems for a period of (5) five years to Megapulse, Inc., 101 Billerica Ave., 4 Billerica Business Center, N. Billerica, MA 01862. The United States Coast Guard is the world?s pioneer and specialist in the Long Range Navigation (LORAN) System. The responsibility for LORAN operations was transferred from the Department of Defense to the Coast Guard in 1974. The Coast Guard operates and maintains the U.S. LORAN System to meet the needs of air, land, and marine navigators, as well as precise time and time interval users. The 1999 Federal Radionavigation Plan (FRP) announced that the government would continue to operate LORAN in the short term, while the administration evaluates the long-term need. To ensure continued operability, to gain efficiencies of operation and support, and to improve the technical capabilities of the LORAN system, the Coast Guard is considering the initiation of a contract for a minimum quantity of 2 and a maximum quantity of 17 AN/FPN-64 Transmitter Controller Systems, manufactured by Megapulse, Inc., N. Billerica, MA. 01862. The purpose of this market survey announcement is to solicit interest from industry that offers a commercial model to meet the requirement to replace the existing 1970?s vintage SSX Transmitter Operational Controllers (TOPCO). No specifications, schematics or drawings are available due to limited rights of technical data. The new Transmitter Controller System must be a fit, form and functional replacement for the existing TOPCO, with additional functionalities, such as complete remote control capability, autonomous transmitter operation, autonomous control of redundant functionalities, transmitted signal analysis and report capability, and full event, alarm and fault logging capability. Due to critical, safety of life and property, nature of Loran-C transmissions, installation work that interrupts those transmissions must be accomplished efficiently, under strict pre-arranged schedule and time constraints. Under this request for information, all responsible sources are encouraged to submit a capability statement that sufficiently demonstrates qualifications, capabilities, facilities, and previous experience relevant to fulfilling the above requirement, in total, or in part. This announcement is not a Request for Proposal. There will not be a contract award as a result of this request for information. Responses to this announcement should be submitted, in writing, not later than 08AUG03 to the attention of Mrs. Catherine Baskin at the address stated above.
