- Description
- NASA/HQ plans to issue a Request for Proposal (RFP) for a construction project to enhance the current battery UPS system by adding a 1500 KW emergency generator. The project consists of replacing UPS batteries, furnishing and installing a new generator on an existing roof top pad, installation of a fuel tank and pumps located in the basement parking garage. Included in the project are electrical risers, automatic switch gear and some general construction to modify the fuel tank room and roof top generator enclosure. The new emergency generator will support the existing UPS network and mechanical equipment for the 24 hour chillers, pumps and HVAC units. This procurement is a total small business set-aside. See Note 1. The order of magnitude for the procurement is $450,000 to $500,000 and the effort shall be completed within 6 months after notice to proceed. The NAICS Code and small business size standard for this procurement are 238210 and $12,000,000, respectively. The anticipated release date of the solicitation is on or about August 11, 2003 with an anticipated offer closing date of on or about September 11, 2003. The firm date for receipt of bids or proposals will be stated in the RFP. Instructions for receiving drawings will be posted in the formal solicitation document. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be announced in the RFP.
