Description
NASA/GRC has a requirement for Vario Planetary Mill Pulverizer LE 104 consisting of the following line items: Item 1: 1 ea. Vario Planetary Mill Pulverizer LE104, Item 2: 1 ea.LCA-700 Gas Pressure Temperature Measurement System, Item 3: 2 ea. LCA-706 Valved Lid for 250 ML Bowl, Item 4: 2 ea. LCA90.140 Additional Lock System, Item 5: 2 ea. LCA213M Grinding Bowel Stainless Steel,Item 6: 100 ea. Grinding Ball SS, 10 MM Diameter. NASA/GRC intends to purchase the items from Gilson Company, Lewis Center, OH using "Unusual and Compelling Urgency". A Pulveriesette 4 Vario-Planetary Mill is required as part of a scale up to produce boron nitride nanotubes to meet the Ultra Efficient Engine Technology (UEET) program milestone. This work is mission critical to the program and concerns the synthesis of a 3,000 F coating for the combustor liner via BN nanotube growth. This mill is also compatible with existing equipment used in the GRC synthesis and processing techniques. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) in FAR Part 13. The Sole Source is under the authority of FAR reference: 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 5, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency.This is not a competitive announcement; it is a sole source procurement. Please do not request a copy of the solicitation - No competitive solicitation will be issued as a result of the announcement. If the Government decides that this work will be competed, a competitive announcement and accompanying solicitation will be issued at that time. An Ombudsman has been appointed.
