TITLE: Procurement of E-6 Airframe Engineering and Logistics studies, services, analyses, and investigations; Spares, Repair, and Repair of Repairables (ROR) of the E-6 Airframe, Multifunction Display System (MDS), and E-6 Automatic Data Processing (ADP) Demand Assigned Multiple Access (DAMA) and Common Avionics Flight Deck Communications Capabilities with Weight and Space Savings (ADWS) systems; Technical Manual, Maintenance Plan, and Drawing Updates of E-6 Airframe, MDS, and ADWS systems under Basic Ordering Agreement (BOA) N00019-03-G-XXXX. The Naval Air Systems Command (NAVAIR) intends to issue a Basic Ordering Agreement (BOA) to The Boeing Company, 3801 S. Oliver Street, P.O. Box 7730, Wichita, KS 67277-7730 on a sole source basis for the period from 1 September 2003 to 31 August 2006. This award is based on 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. It is estimated that total orders for this period will be $29,700,000.00 dollars. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: As the Original Equipment Manufacturer (OEM), Boeing is the original designer and manufacturer of the 707 airframe. Boeing owns the historical design data, drawings, design principles/concepts, and structural strength relationships that are necessary to complete loads and stress design analysis and conduct structural rework trade studies to support the E-6 aircraft. Boeing owns the data rights from previous commercial and military derivative 707 teardowns, component strength and fatigue tests, service life extensions, and general service life experience. Certain data is proprietary and not currently available to the government. The Multifunction Display System (MDS) includes hardware and software modifications to the E-6 flight instrumentation, management, navigation, and control systems including the Flight Management Computer Systems (FMCS). The FMCS software algorithms, which are used to control the auto-throttle and digital autopilot for aircraft orbit maneuvers, are Boeing proprietary data. As the original designer and developer of the ADWS system, Boeing is the only firm with the knowledge, experience, and technical data required to accomplish the ADWS support functions described below. The following types of supplies and/or services are intended to be procured: Airframe Engineering and Logistics Studies; Investigation and Analyses of the E-6 Airframe to include E-6 Service Life Analysis Program (SLAP); Assistance in E-6 mishap investigations and aircraft recovery; Spares, Repairs, and Repair of Repairables of E-6 Airframe, MDS, and ADWS systems; E-6 Airframe, MDS, and ADWS Engineering Services and Engineer Change Proposals (ECPs) as required; Depot Maintenance Support of OEM E-6 Airframe. Technical Manual, Maintenance Plan, and Drawing Updates of the E-6 aircraft specific Airframe, MDS and ADWS systems; Training of E-6 Airframe, MDS, and ADWS Personnel; MDS and ADWS Engineering Services and support for the E-6 Systems Integration Lab (SIL).
