Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 and DFARS Change Notice 20030620. This is a sole source requirement IAW FAR 6.302-1. The following clauses and provisions apply: 52.212-1, 52.212-3. Clauses 52.212-4 and 52.212- 5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. This RFQ has the following line item (s): 0001 ExprLib 0002 ZExprLib DESCRIPTION: Software is required for in-house development of CFD and CEM algorithms exploring hybrid symbolic-numeric methodology. Researchers must be able to develop the hybrid symbolic-numeric methodology with a fast, efficient program that offers a direct, callable program using high-level programming languages like Fortran and C to best understand how to utilize symbolic calculation with numerical approximations. They also require the ability to generate source code from the symbolic software library. Proposals must price each line item listed above. Delivery required within 30 days of award, FOB destination, net 30 payment terms. WPAFB intends to award to MSSRC, P.O. Box 6667, Bloomingdale, IL 60108. Authority: 10 U.S.C. 2304?(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies will satisfy agency requirements. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director of the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
