Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source procurement with the National Academy of Sciences-National Research Council (NAS). National R&D programs have been established in a number of countries to encourage high-payoff technology development. The overall objective of this procurement will be to benchmark foreign programs to gain a better understanding of the impact of foreign programs on the global economy. This analysis will be used as a means of improving U.S. technology programs and opening dialogue with appropriate policy makers, as well as industry and associations. This sole source procurement with NAS is justified based on their unique capability as an unbiased and independent research organization, with multidisciplinary membership who can conduct a benchmarking effort on foreign scientific research and development (R&D) programs to determine their potential impact on the global economy. NAS was established through Presidential Executive Order and is a private, nonprofit, self-perpetuating society of distinguished scholars engaged in scientific and engineering research dedicated to the furtherance of science technology and to their use of the general welfare. The Government anticipates the award of a Cost Reimbursable (no fee) contract to begin on or about September 15, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by August 27, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Proposal (RFP) package is not available.
