Description
H - This is a Fixed Price service contract for a two-year base period and three, one-year options to provide ultrasonic rail flaw testing of WMATA ?s running rail. This program is designed to detect internal defects in the running rail that cannot be discovered by any other means. The testing is performed every 90 days covering approximately 206 miles of running rail. The work will be performed between 12:00 midnight and 4:00 a.m. Monday through Friday, and between 2:00 a.m. and 6:00 a.m. on Saturday and Sunday. The estimated cost range is between $500,000.00 and $1,000,000.00. Bids are due on August 27, 2003 at the Jackson Graham Building, at 600 5th Street, N.W., Washington, D.C., 20001. Effective March 4, 2002, there was a change in the federal regulations regarding certification requirements of proposed Disadvantaged Business Enterprise (DBE) contractors and subcontractors on WMATA contracts. In order to be eligible for contract award resulting from a WMATA solicitation where there are DBE participation goals established, it is required that all proposed DBE contractors and subcontractors be fully certified under WMATA?s DBE Certification Program at the time of bid submittal. All Letters of Intent must include a copy of WMATA?s Certification Letter from the Office of Civil Rights confirming the proposed firm?s DBE status. Offerors should contract the Office of Civil Rights at (202) 962-2384 for questions regarding this policy. There is no DBE goal for this contract. Insurance certificates with Worker's Compensation (Statutory), Employer's Liability, Commercial General Liability, Automobile Liability and Rail Road Protective Liability coverages with WMATA included as an additional insured, will also be required of the successful bidder. There is no PRE-BID CONFERENCE scheduled. Copies of the contract specifications (no separate drawings) will be available on 7/28/03, and furnished at the cost of $25 per copy, and $5.00 for the Construction Safety Methods Manual.
