- The National Highway Traffic Safety Administration (NHTSA), Vehicle Research and Test Center (VRTC) has a requirement to: 1. Quantify how light vehicle tires collected from in service use have aged; 2. Evaluate the effectiveness of accelerated tire aging methods and 3. Evaluate other possible means of assuring long-term tire endurance. This is a pre-solicitation notice for commercial acquisition of tire testing services in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Tire testing services are being solicited from qualified test facilities through full and open competition. The Government will reserve the right to make multiple contract awards to acquire these services. The applicable NAICS Code is 541380 and the size standard is $6 Million. A solicitation will be issued as a Request For Quotation (RFQ) under number DTNH22-03-R-08660 and will be available through this website on or about August 4, 2003, with quotes to be received at the Vehicle Research & Test Center, P.O. Box B-37, 10820 State Route 347, Building 60, East Liberty, OH 43319, Attn: Robin R. Esser, Contracting Officer no later than 4:00 PM (local), August 19, 2003. Interested parties are responsible for monitoring this site to assure that they have the most up to date information about this acquisition. Telephonic or written requests for this solicitation will not be honored. Quotes may also be e-mailed to Robin.Esser@NHTSA.DOT.GOV. Quotations may be submitted for any, or all of the services listed in the RFQ. Award is anticipated no later than September 10, 2003 with work to begin on or about October 1, 2003. Any award(s) made under this solicitation will involve two base years and two option years. Award(s) will be made to responsible contractor(s) whose quote, conforming to the RFQ, will provide the best value to the Government, price and other factors considered.
