Description
NA Construction of FY03 Integrated Command Center (ICC) Cheyenne Mountain Air Force Station (CMAFS) CO, for further information contract Loreen Blume (402) 221-4265. The Omaha District, U.S. Army Corps of Engineers intends to negotiate a firm fixed price Sol e-Source contract with John Bowman, Inc., Colorado Springs, CO to execute a 9,000 square foot construction project to reconfigure/remodel and expand the existing Command Center, located inside the Cheyenne Mountain Complex. The estimated cost of the procu rement is $3,300,000. Respondents must demonstrate previous construction experience within the past five (5) years inside the Cheyenne Mountain Complex. The experience must demonstrate a knowledge of the logistics and security restrictions of construction in this high security environment. The experience must al so demonstrate full service construction experience such as structural framing, reconfiguration, mechanical, electrical and secure communications installation, reconfiguration, hard wall construction, raised flooring, interior finishes and finish carpentr y/casework. Additionally past experience integrating the physical construction and unique display systems, along with integration of the electrical, and secure communications infrastructure with the mission systems equipment provider, Lockheed/Martin mus t also be demonstrated. The contract performance will require work in a highly restrictive area. In addition the mission of the Command Center, and national security related to missile defense/warning, and homeland security requires an immediate const ruction start upon notice to proceed. It is imperative that the new command center become operational as soon as possible. Due to these requirements the contractor must also demonstrate that all contractor personnel and sub-contractors required to execute the construction project currently have a FAVORABLE National Agency Check (NAC) or Defense Investigative Service Cognizan t Security Office (DISCO) granted INTERIM or FINAL security clearance of Secret or higher valid on, and after August 17, 2004. This office believes that only one source, John Bowman, Inc, can provide the construction experience inside the Cheyenne Mountain Complex, and past experience coordinating mission essential equipment with Lockheed/Martin within the complex. In addition John Bowman, Inc, currently has all the necessary personnel with the proper clearances to e xecute this project immediately. If any responsible source other than John Bowman, Inc., can fulfill all of the above requirements, written notification and supporting documentation may be submitted in writing to: U.S. Army Corps of Engineers, ATTN: CENWO-CT-M (Loreen Blume) 106 South 15th Street, Omaha, NE 68102-1618. To be considered a viable source, documentation must clearly demonstrate: (1) Previous full-service construction experience as described above, inside the Ch eyenne Mountain Complex, within the past 5 years. (2) Succinct knowledge of the logistics and security requirements of executing construction in this unique high security environment. (3) Familiarity with existing facility construction techniques, infrastructure for communications, power, water, HVAC, materials and mission systems. (4) Evidence that all contractor employees and all sub-contractor s required to execute the construction currently have on file the required SECRET OR HIGHER security clearances. If no affirmative written documentation is received within 15 calendar days of this synopsis, USACE will proceed with negotiations to issue a contract to John Bowman, Inc.
