Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F73020315161100, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07 and Defense DCN 04-26. The solicitation listed here is 100% small business set aside. The associated Standard Industrial Classification (SIC) is 7929. The North American Industry Classification System is 235990 and the associated business size standard is $6.0 million. If two or more responsive, responsible and technically acceptable small or HUBZone businesses respond, this acquisition will be 100% set-aside for small business if not, it will be unrestricted. This request for quotation consists of the following: Item 0001:A pastoral musician for 12:30 Catholic Mass. Contractor shall not exceed 10 sessions for either services or rehearsals during any given month and be within a 50 mile radius of Travis AFB. A statement of work will be provided with solicitation or by request. Service at Travis AFB, CA shall be from 1 October 2003 to 30 September 2004. STATEMENT OF WORK PASTORAL MUSICIAN ?1230 CATHOLIC MASS 1. OVERALL POSITION DESCRIPTION: Provide cantor/choir leadership and plan, organize, lead and support contemporary music ensemble for the Sunday morning 1230 Catholic Mass at Chapel Center. Contractor will also furnish same for special religious services. Provide non-personal services in this capacity in support of the Catholic Parish Program. 2. SPECIFIC RESPONSIBLITIES: Contractor agrees to the following: a. Provides cantor and song-leading which invites strong assembly participation in the liturgy in conjunction with formation and leadership of a volunteer choir and volunteer musicians. b. Works with contracted musician/pianist/organist for preparation and executing weekly and seasonal choir rehearsals. c. Provides music which supports the rites and liturgies celebrated at this Catholic Mass, and other liturgical services (see Overall Position Description). Music is chosen in conjunction with, and under the guidance of the Catholic Chaplain and/or Parish/Liturgy Coordinator and Liturgy team. d. Maintains music library. Recommendations for purchase of new music to be coordinated with the Catholic Chaplain. New purchases to update music library are made according to amount budgeted. Contractor agrees to coordinate with other contracted music leaders and assist in filling out and submitting the purchase order for said music to the bookkeeper. e. Attends monthly Parish Council and or Liturgy Preparation team meetings. These meetings serve to inform the contractor of upcoming events which need special preparation and music support. f. Meets with other contracted Cantor/song-leader/musicians to coordinate seasonal service music. g. Contractor agrees to meet with the Catholic Chaplain periodically to review music and exchange feedback. h. Forms and directs the volunteer choir and musicians at weekly scheduled rehearsals which last from one to one and a half hours. i. Demonstrates appropriate personal and professional attitude, appearance, and behavior consistent with working in a chapel environment. Must work well with others, including those of different faiths and backgrounds; compromise gracefully; and respond diplomatically with difficult people. Must be able to follow regulations and local policy without hesitation. j. Prepare rehearsal/performance area; following events, ensure area is cleaned up and equipment is properly stored, lights turned off, and building secured, in accordance with chapel operating instructions. k. Contractor will assist in the recruitment of chapel participants who have special musical talents, maintain a roster of such volunteers, and coordinate utilization of their talents in the 1230 Mass. l. Contractor agrees to keep knowledge of liturgy and music current through reading of like literature, or attending workshops. 3. EXPERIENCE AND MINIMUM QUALIFICATIONS FOR APPLICATION Qualifications: These experiences are (in order of preference). The highest preferred experience will be used to determine qualification for position. a. Possess at least two (2) years as choir director/cantor/ song-leader/musician for Catholic liturgical services. Practical experience may be considered. b. Possess a high level of cantor/song-leading skill (determined by audition). c. Possess a working knowledge of current liturgical guidelines and understanding of how to support liturgical rites with music, song and assembly leadership. Have knowledge of Catholic hymnody and psalmody. d. Possess the ability to lead an assembly in song, and to read music. The ability to play a musical instrument e.g. piano/organ or guitar is a plus but not essential to this position. e. Possess an education level to include at a minimum, a high school diploma. Higher degree preferred including music degree, music studies, liturgical studies. 4. LOCATION/TIME: a. The place of performance is, Chapel Center, Travis AFB, CA unless otherwise directed. b. Arrival time for events should be at least fifteen minutes prior to scheduled start time of rehearsal or worship service. 5. SUBSTITUTIONS: a. Must provide a substitute contractor in the event that said contractor cannot occasionally or for serious reason fulfill this contract. b. Substitute must be approved by the Parish Chaplain, Chaplain for the Catholic Mass, and/or Parish/Liturgy Coordinator at least one week prior to the event. Emergency situations dealt with on a case-by-case basis. 6. PAYMENT: Contractor will be paid by the chapel cost center manager with appropriated fund convenience checks. Contractor shall be paid per unit. A unit is either a rehearsal or a service. Contractor shall not exceed 10 units for either services or rehearsals during any given month. a. Rehearsals - 1 to 1 and ? hour period is considered 1 unit. (?Warm-ups? prior to services are not considered rehearsals). b. Services - 1 to 1 and ? hour period is considered 1 unit. 7. INVOICING: a. Contractor agrees to submit an invoice to the Chaplain who is pastor of that service no earlier than the end of each month payment, but no later than the 10th of the following month. 8. TAXES: The person awarded the contract is responsible for filing Federal Income Tax and Social Security (State Tax where applicable) on a self-employment basis. 9. DURATION OF CONTRACT: Once the contract is written, it will be effective from 1 October 2003 ? 30 September 2004.
