- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for: Item 1) one Aircraft High-Speed Data (HSD128 Pallet and Antenna System and Item 2) one set of documentation. The Contractor shall furnish one Aircraft High-Speed Data (HSD128 Pallet and Antenna System and one set of documentation in accordance with the following specifications. Aircraft High-Speed Data (HSD-128) Pallet and Antenna System Specification Overview The Contractor shall furnish one HSD-128 communications pallet and complete antenna system for conducting communications testing under the WINCOM project. The tests shall consist of Quality of Service tests to simulate realistic transoceanic aircraft communications over the HSD-128 and the INMARSAT Swift-64 service. This pallet will initially be part of a bench top laboratory environment, but shall provide for the future capability of easily mounting onboard an aircraft. The antenna shall be a fixed mounted system that can provide communications between the portable HSD-128 terminal and the INMARSAT satellite. SPECIFICATIONS HSD-128 roll-on, roll-off pallet and complete antenna system. The test pallet shall have the following functionality: Communications with INMARSAT ground station using Swift-64 service via the HSD-128 unit. Provide roll-on and roll-off capability for easy mobility. Provide a ruggedized, transportable, mobile pallet. Provide connections to the INMARSAT Swift-64 Service via both an ISDN and 10-Base-T. The antenna system shall have the following functionality: Provide connections to a portable HSD-128 unit. Ability for the antenna to be fixed mounted. Provide communications between the INMARSAT satellite and the HSD-128 using the Swift-64 service. Provide a manually steered antenna for ground operation. Provide a wind loading of 125 MPH. Provide similar functionality and characteristics to the CMA-2102 antenna system. The test pallet shall include, but not be limited to, the following equipment: HSD-128 dual channel LRU ARINC 600 mounting rack for the antenna BSU Easily accessible connections shall include, but not be limited to the following: Dual ISDN RS-232 10-Base-T Connection Maintenance Port Connection to the antenna system shall include, but not be limited to the following: Aero H/H Antenna System Inertial Reference System Shall include necessary interface cabling to connect the ruggedized pallet to the antenna system and the aircraft power outlet. A highly ruggedized, transportable, mobile pallet that provides easy access to connections and the contains the HSD-128 unit. The housing that contains the HDS-128 shall be on wheels so that the unit can be installed in one aircraft and then easily moved to be installed in another aircraft or to/from the lab allowing for minimal removal of operating components or cabling. (i.e., unplug the wires and roll the unit off the aircraft or from the lab). The case that contains the HSD-128 shall be strong enough that the whole unit can be transported from one aircraft to another and to/from the testing lab to the aircraft without causing damage to the HSD-128. In addition, the housing shall be sturdy enough so that damage will not occur to the HSD-128 during any aircraft maneuvers while mounted in the aircraft. The test pallet shall provide connections for interface to aircraft power (120/240 VAC, 50/60 Hz) and the antenna. The antenna shall include, but not be limited to, the following equipment: High-Gain Helix Antenna D/LNA Tripod and mounting brackets. Cables to connect the antenna system to the HSD-128. Ruggedized antenna kit shipping case. Documentation The contractor shall deliver the highly ruggedized, roll-on, roll-off pallet and antenna system with 1 set of installation and operation instructions/manuals. The provisions and clauses in the RFQ are those in effect through FAC 01-13. The NAIC code is 334290 and the small business size standard for this procurement is 750 employees. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center is required within 56 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by July 23, 2003, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, taxpayer identification number (TIN) and other Representations and Certifications (52.212-3), identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. A copy of a published price list, catalog price or computer page printout showing the price for Items 1 & 2 may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation. Faxed offers are not acceptable. Offerors shall provide the information required by FAR 52.212-1: If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Offerors must provide a completed copy of 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. Other critical requirements (i.e., delivery) if so stated in the solicitation and best value will also be considered. Unless otherwise stated in the solicitation, for selection purposes, specifications, total price, and past performance are essentially equal in importance. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement (see specifications above) and any best value criteria the offeror wishes to address. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b) and its amendment above). Best Value Criteria: The following will be BVC considerations: 1. Delivery in less than 56 days ARO.
