- Qty 1, Deliver to Defense Distribution Depot (sb3106) Norfolk VA , RFQ N00383HYDRAUL, Approx Due Date O/A Oct 20 03--This notice is for information and planning purposes only and does not constitute an RFP or commitment by the Government. NAVICP anticipates a possible acquisition effort for a Contractor to manage a Performance Based Logistics (PBL) program in support of F14/EA6B Hydraulic Sys. Under PBL, a Contractor will manage all logistics functions of the hyraulics systems while primarily being responsible for meeting daily fleet demand requirements within a prescribed response time to CONUS destinations. A similar acquisition was recently attempted. Changes to this prior effort will be issued to companies who were previously solicited and still wish to express interest based on this notice. The anticipated acquisition effort will contain significant PBL requirement changes f rom the prior attempt. Changes are primarily in the areas of start-up, availability metric, availability response time, transportation, and pricing. A PBL method of support requires a Contractor to have assets available to meet demand. Support through production or repair is the Contractor's decision. Support through repair anticipates utilization and management of a Navy approved repair facility. A partnership arrangement with the current approved hydraulics repair facility will be considered. Developement and management of any repair process requires maintaining DOD "CORE" obligations. Additional PBL responsibilities are requisition processing, inventory management, warehousing, configuration control, obsolescence mgt. and transportation. Any resultant performance contract would be anticipated to be for a four-year base period with one or two four-year option periods.
