Description
This announcement is intended to serve as notification of the DOE intent to make award on a sole source basis with the United States Enrichment Corporation in Portsmouth, MA. The uranium blends being purchased are required to be produced from the United States? Standard Reference Material (SRM) of origin. The original SRM nuclear material developed has been stored at the Governments? Portsmouth Gaseous Diffusion Plant (GDP). The Portsmouth GDP is currently leased and operated by the United States Enrichment Corporation. The USEC/Portsmouth plant no longer produces the high enriched uranium nuclear materials. However, the USEC Portsmouth Gaseous Diffusion Plant, Mass Spectrometry Laboratory, stores and retains stocks of the originally developed and characterized uranium stock used in the Standard Reference Material (SRM) previously produced for nuclear safeguards measurements and that is now available to DOE as Certified Reference Material (CRM). The candidate Certified Reference Materials being acquired are uranium hexafluoride (UF6 ) and uranium oxide, U3O8 , converted from the identical UF6 starting blend. The isotopic categories of both the UF6 and U3O8 are listed as follows: (1) Low enriched uranium - weight of 235U - .73 and 1.00; (2) Depleted uranium - weight of 235U - .20, and .50; and (3) Normal uranium - weight of 235U - .71. The materials being acquired for the Safeguards Measurement Evaluation Program use, are 10 additional blends of UF6 as listed below: (1) Low enriched uranium 2 each of weight % of 235U ? 1.0, 3.0 and 5.00; (2) Depleted uranium 2 each of weight % of 235U ? .20, and .50; and (3) Normal uranium 2 each of weight % of 235U ? 0.71.
