- ARCHITECTURAL PHOTOGRAPHY FOR THE DESIGN AWARDS PROGRAM Description (i) This combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation F44600-99-Q0324 is issued as a Request for Quote. Written documentation will not be issued for this quote. (iii) The solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 97-12. (iv) This acquisition will be 100% small business set-aside. The Standard Industrial Classification Code is 7335 with a size standard, averaged over a three year period of $5,000,000. (v) Headquarters Air Combat Command (ACC) has a requirement for an architectural photographer to furnish architectural photographs and slides of 10 ACC Design Award-winning facilities. (vi) The following requirements are applicable: The contractor shall provide all personnel, equipment, materials, tools supervision, and other items and services necessary to provide architectural photographs. Approximately 10-15 images will be taken of each facility. The facilities will be at 3 bases, Holloman AFB, New Mexico, Ellsworth AFB, South Dakota, and Shaw AFB, South Carolina. The anticipated performance time will be 9 Aug 99-15 Oct 99. Upon completion of all photography, the contractor shall submit his/her package within 7 working days. The package shall include 8x10 proofs of all images taken and negatives of all photos. The government shall then select the desired images and the contractor shall then make 2 8x10 photographs and 2 35mm slides of each image. It is anticipated that 160 8x10 photographs and 160 35mm slides will be needed. Deliverables shall be sent to ACC/CEPT, Attn: Paula Loomis, 129 Andrew St,, Suite 102, Langley AFB, VA 23665. Phone: (757) 764-0798, Fax: (757) 764-5339. The contractor will be required to furnish his/her own transportation to and from each base and to secure his/her own lodging. A government point of contact will be available to provide ACC guidelines and any pertinent information. The government will also provide the contractor with access to all sites on a schedule that is convenient to all parties. This schedule will be set up prior to the contractor_s arrival at the installation. (vii) Delivery: Work should be completed by 7 November, 1999. (viii) The provision at FAR 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation- Commercial Items is hereby incorporated by reference. The government will award a purchase order resulting from this solicitation to the responsible contractor with the offer most advantageous to the government. The offers will be evaluated on price only. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certification- Commercial Items, with his/her offer. Contact the point of contact for full text if necessary. (xi) Clause 52.212-4, Contract Terms and Conditions- Commercial Items, is hereby incorporated by reference. (xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, is hereby incorporated by reference.
