Description
PRESOLICITATION-- SPECIAL PROJECT R15-96, REPAIR CHOLLAS CREEK FENDERING SYSTEM AND QUAYWALL, NAVAL STATION, SAN DIEGO, CALIFORNIA. This is a firm fixed price construction contract. The work includes removal of the existing treated timber fender system, removal of marine growth from the existing concrete sheet piles, removal of bottom debris and pile stubs, installation of steel and composite sheet piles, placement of cementitious backfill, installation of prestressed concrete pile fender systems and plastic camels, installation of a plastic corner protection system and incidental related work. -- Estimated cost is between $5,000,000 and $10,000,000. Contract duration is 720 calendar days.-- This proposed contract is unrestricted.--This is not a public bid opening.--North American Industry Classification System (NAIC) is 237990 and the annual size standard is $28,500,000. -- The Government will award a fully designed construction contract to the responsible offeror who provides a "Best Value" proposal. The procurement will consist of one (1) phase where proposers will be evaluated based on Factors (1) Past Performance, (2) Technical Expertise and (3) Price. Proposers are advised that the Government intends to evaluate proposals and award without discussions or any contact concerning the proposals received. Therefore, proposals should be submitted on the most favorable terms. Firms submitting technical and price proposals will not be compensated for specifications or documentation for specifications. The solicitation package will be available on or about 28 July 2003 and the due date is 29 August 2003. Offerors must register on the Internet at http://esol.navfac.navy.mil. Hard copies will not be available. A pre-proposal conference and site visit will be held on 5 August 2003. -- All amendments to the solicitation will be posted on the Internet. Prospective offerors will be responsible for checking the website for any posted changes.
