Description
The purpose of this amendment is to answer vendor questions, extend the closing date from 10 July 2003 to 14 July 2003 at 2pm, correct the original synopsis/solicitation General Information Section FROM: Set Aside: N/A TO: Set Aside: Total Small Business. Because this procurement is 100% set aside for small business, the following clause is added: FAR 52.219-6, Notice of Total Small Business Set-Aside. The following are vendor questions and answers. Q: We assume "pre-assembled" to mean this facility is to be shipped into the final location as assembled as possible to minimize install time. Is this correct? A: Yes. Q: Is this facility to be installed above grade or is there going to be excavating and built to grade level? A: Above grade. The facility will be bolted to the existing concrete floor. Q: Reference item number 2. What style of main door(s) are required, swing, bi-fold or roll-up? A: Roll up. Q: How many sets are required, one or two? A: One. Q: How many man doors are required? A: One. Q: Do any of the doors require viewing windows? A: No. Q: Reference item number 7. External operators station. Is this a window with glove attachments outside the enclosure and a fold down table inside the enclosure? If not, please explain. A: Yes. Q: Reference item number 9. Self-contained recovery system in the floor area. Does this mean it has a full-floor recovery system under the grating? If so, is this system an "air floor" recovery system or a mechanical recovery system? A: Full floor recovery system under the grating. Q: Reference item number 10. Reclaim system with 75% efficiency rating. Does this indicate a loss of 25% of the good media is acceptable during the reclaim process or does it mean that the reclaim system is suppose to remove 75% of all contaminates, dust and debris during each reclaim process? Please explain. A: The system should remove 75% of all the contaminates during each reclaim process. Reference item number 11. Facility to accommodate plastic media. What size and weight is the plastic media to be used? A: All sizes and weights. Q: Reference item number 16. Facility shall include. Pressure blast equipment. What size blast machine? What size and length blast hose and nozzle? What type of operator blast hose controls, electric or air? A: This should be part of the vendor proposal. Vendor design as per our specs. Vendor knows what size the enclosure is. The Government does not intend to design this facility. Q: Abrasive storage hopper. Not mentioned in the specification. Normally there is a hopper above the blast machine for abrasive storage. We assume there is going to be a hopper, if so what size do you want? A: Same as the last answer - Vendor designs as per our specs. Q: Electrical control box. Is UL listing required? A: It has to Be UL Listed. Q: Dust collector. Is it located inside the cover building or outside? A: Outside. Q: How many feet away from the blast room to the dust collector? A: About 20 feet. Q: System layout. Is it possible to get a sketch with rough dimensions showing the lay-out of the proposed system in regards to the cover building and blast room, recovery equipment and dust collector? A: The Government cannot provide those drawings. The specs call for a size of the facility. That size is what will fit into the building. Q: Where is the electrical service located at, in relationship to the area the blast room will be installed? The voltage and amps of this services, is it a breaker? A: Electrical service is in the building that the facility is to be installed. The Government will provide any and all power requirements. Q: Where is the air supply in relationship, size of pipe, pressure and airflow? A: Air supply is in the building that the blast room will be installed. The Government will meet all air supply requirements. Q: Is this unit to meet the (ACGIH) American Conference of Government Industrial Hygienist requirement for ventilation airflow rate through the blast room? A: Yes, plus all stated local, state, and federal EPA and clean air act regulations, as stated in the synopsis/solicitation. Q: What is the efficiency rate required on the HEPA Filter? A: HEPA Filter has to be no less than 95% efficiency. Q: What is the largest part or assembly they strip in the booth? A: 13 feet X 7 feet Q: How will the parts be moved in and out of the room- Cart, fork lift, hand carry? A: All methods will be used. Q: Production Rate of how many hours per day? A: 8 hours. Q: Abrasive: PBM? A: The unit will be using Type 5 Acrylic Grit Size 20-30 at this time we also want to be able to meet any future changes in media if required in the future. Q: Overhead Clearance Available? A: 14 feet H to bottom of truss. Q: Suitable Access for receiving /Unloading? A: Yes. Q: Floor Space Available? A: Plenty of floor space to allow for the stated size in the specs. Q: Pit Depth Limitations? A: The Pre-Assembled Plastic Media Stripping Facility will be installed in a existing concrete floor building. No pit will be dug. Q: Building Access Limitations? A: The existing Building has 10 feet x 10 feet entrance door on it now. Intend that the facility be brought through this door and then erected inside the building. Q: External Material Handling? A: This facility does not need material handling built in. Q: Size of entrance Door? A: 10feet x 10feet Q: Is a separate Man Door Required? A: Yes. Q: For the Media recovery, do you require a full floor recovery, or a single trough trough the back of the room? A: Full Floor. Q: You state: Airflow shall be no less than a negative pressure of ? inch WG at one end of the facility. Can you give us the rating you require? A: We require a minimum of ? inch WG at one end of the facility. Q: What voltage for the electrical will be required - 460V-ph with 120 V-phi control voltage? A: This should be what ever is required for your designed facility. The Government will meet any and all power requirements.
