Description
NA Notice of Intent to Issue a Sole Source Purchase Order: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This anno uncement constitutes the intentions of Headquarters, US Army Intelligence and Security Command to enter into a GSA Federal Supply Schedule award with Object Sciences Corporation on a sole source basis and is the only solicitation that will be issued; propo sals are not being requested. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The Purchase Request Number DASC013099N009 is provided for identification purposes only. Interested parties may identify their interest and capability to res pond to the requirement. Interested parties must identify their GSA FSS and must submit a written capabilities briefing. The capabilities briefing must identify the company??????s specialized experience and ability to provide the services listed under ea ch work area and task identified in the statement of work and should not exceed 10 pages. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation document and i ncorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The associated Standard Industrial Classification (SIC) code is 7373. The solicitation consists of the following: Cities of Information Technical, Enginee ring, Integration, and Operational Support to the INSCOM Information Dominance Center Statement of Work and DD Form 254 Contract Security Classification Specification. Period of performance is 12 months from date of award. The statement of work will be pos ted to the INSCOM website by close of business July 11, 2003. The address for the website is @www.inscom.army.mil/contracting, select the option entitled Solicitations, search for solicitation #DASC013099N009. Performance under this effort requires the co ntractor personnel to possess Top Secret clearances with SCI eligibility. The DD 254 (DOD Contract Security Classification Specification) form listing security requirements can be obtained from Donna Broady, contract specialist information listed at the end of this notice. The provision at FAR 52.212-1, Instructions to Offerors- Commercial, applies to this acquisition. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisiti on including 52.222-19, Child Labor-Cooperation with Authorities and Remedies (E.O 13126), 52.222-26, Equal Opportunity (E.O.11246); 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36, Affirmati ve Action for Workers with Disabilities (29 U.S.C 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C 4212); Buy American Act and Balance of Payment Program (41 U.S.C. 10a-10d, E.O 10582); 252.247-7024 Notifi cation of Transportation of Supplies by Sea (10 U.S.C 2631).
