- NA The work, located at Olde Fort Mifflin, Delaware County, Pennsylvania, includes the repairs of a stone masonry wall. The wall repairs include resetting wallstones and capstones in various locations. In addition, the work includes the complete reconstruct ion of a failed portion. The existing riprap toe protection in front of the stone masonry wall shall be replaced by removing the existing stone and placement of new geotextile and new riprap. Diversion and dewatering is required for all work. This work shall be accomplished from the water. Other minor work items include: backfilling sinkholes behind the wall, placing topsoil and seeding, and installation of an ornamental fence and gate. The procurement is unrestricted and the applicable NAICS code is 237990 with a size standard of $28.5 million. The solicitation will be issued on or about 29 July 2003 with bids to be opened on or about 28 Aug 2003 at 11:00 a.m., local time. Solicitation documents will only be available via the Web, hard copies will n ot be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: https://ebs.nap.usace.army.mil on (or after) the issue date. If any offeror information changes during the advertisement p eriod, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and any amendments. Offerors are responsible for printing paper copies of the solicitation. Please Note: Bonding is required for this procurement. There has been a recent change in the requirements of a surety with respect to bid, performance and payment bonds. The suretys power of attorney (POA) accompanying the bonds, or certificate of continuing validity attached to the POA, must bear signatures (original or mechanically applied) that were clearly applied after the documents creation. Regardless of whether the signature on the POA or certificate of continuing validity is an original or mechanically applied signature, it must be clearly evident that the signature was applied after the document was generated. A raised seal and a current date on the POA or the certificate of continuing validity no longer assures the governm ent that the surety unequivocally intended to be bound by the bonds at the time of their execution. The signatures cannot be applied concurrently as a part of the creation of the document. Failure to comply with this requirement will be cause for rejecti on of your bid as non validity, we recommend that you obtain original signatures from your suretys officers in accordance with this requirement. Affirmative action will also apply. Liquidated damages will be specified. Award will be made as a whole to o ne offeror. All contractors must be registered in the DoDs Central Contract Register before award, as required by DFARS 204.7300 and comply with Vets 100 annual reporting as required by FAR 22.1310(b). Instructions will be included in the solicitation.
