Description
NA Construction of Additions and Alterations to an existing 3 Bay Hangar Facility, at McGuire AFB, New Jersey. Major modifications to an existing 3-Bay Hangar (Building 1837) to accommodate the C-17 aircraft in Bays B and C. The building will be expanded inc reasing the depth of aircraft servicing Bays B and C which includes adding one structural bay to the front of the Bays and moving the existing hangar doors to the new location. Also involved is removal of the lower levels of the stair in Bay B, including walls, and adding a new stair structure. Other modifications of the various services, ramp and utilities in support of the hangar modification are included in the scope of this project. The SIC code for this acquisition is, NAICS CODE 236210. This acquisition is UNRESTRICTED. The small business size standard is no more than 28.5 million in gross revenues as averaged over the last three years. If a large business intends to submit a propos al, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan. Estimated value of the entire project is approximately $1,000,000 - $5,000,000. Completion date is approximately 300 days from the issuance of the Notice To Proceed. . The media selected for the issuance of solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the internet and CD-ROM. Paper copies of this solicitation and amendments if any will not be available or issued. Interested parties may download and print the solicitation at no charge at http://nan.usace.army.mil(contracting opportunities) Project specifications files and drawings are portable document files (PFD) and can be viewed , navigated or pinted using Adobe Reader Minimum system requirements are 496 based personal computers. Microsot windows 3.1 or greater, 8 MB application RAM. A registration page is attached to the website and prospective bidders ar required to register an d to receive notice of any amendments. CD's will be available upon written requested stating the solicitation number, project name, complete company name, and street address (NO PO Boxes) telephone number, fax number. Make checks payable in the amount of $10.00 to USAED, New York. Solicitation documents will be available on or about 28 July 2003. Bid Opening date will be 30 days after issuance of solicitation or 28 August 2003 at 11:OO A.M. Attention is directed to DFARS Clause 252.204-7004, Required Cent ral Contractor Registration (CCR). Effective 1 June 98 contractors must have registered in the CCR database. Lack of registration in the CCR may make an offeror ineligible for award. Offerors must affirm, prior to award of the contract, that it is register ed. If not already registered, on-line instructions and registration are available by visiting the website at http://ccr.edi.disa.mil. The Corps of Engineers (COE) is responsible for effectively implementing the small business programs within its activities, including achieving program goals, and ensuring that contracting and technical personnel maintain knowledge of Small, Veteran-Owned Small Business; Service-Disabled; Veteran-Owned Small Business; Hub-zone Small Business and Small Disadvantaged, and Women-Owned Small Business program requirements, and taking all reasonable actions to increase participation in its small business activiti es. In line with the emphasis on this program, the COE, New York District is particularly desirous of increasing subcontracting opportunities for Small, Veteran-Owned Small Business; Service-Disabled; Veteran-Owned Small Business; Hub-zone Small Business a nd Small Disadvantaged, and Women-Owned Small Business program concerns. You, as a prime contractor, are required to participate in this program by soliciting subcontractor bids from such firms. In addition to locating simply small business sources, you ar e encouraged to take action to locate competent Small, Veteran-Owned Small Business; Serv ice-Disabled; Veteran-Owned Small Business; Hub-zone Small Business and Small Disadvantaged, and Women-Owned Small Business program concerns for your subcontracting opportunities in preparing your offer. You are further urged to request such sources in the vicinity in which the work is to be performed. In addition, it is suggested that you contact the local SBA Minority Enterprise Development (MED) staff to obtain SBA??????s certified listing of socially and economically disadvantaged business concerns in t he vicinity in which the work is to be performed. Therefore, the following instructions and provisions apply to this solicitation: The successful offeror, if a large business, must submit a subcontracting plan within five (5) working days of notification of selection. The subcontracting plan must be in conformance with all aspects of FAR Subpart 19.7. A contract will not be awarded unless and until the Contracting Officer has determined (with advice from SBA) that the offeror??????s subcontracting plan pro vides maximum practicable opportunities for Small, Veteran-Owned Small Business; Service-Disabled; Veteran-Owned Small Business; Hub-zone Small Business and Small Disadvantaged, and Women-Owned Small Business program concerns to participate in contract per formance. In determining the acceptability of a proposed subcontracting plan the Contracting Officer will evaluate all relevant factors inclusive of an offeror??????s past performance with respect to the offeror??????s having awarded subcontracts for the s ame or similar products or services to Small, Veteran-Owned Small Business; Service-Disabled; Veteran-Owned Small Business; Hub-zone Small Business and Small Disadvantaged, and Women-Owned Small Business program concerns
