- Description
- This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide continued operation of the Early Head Start National Resource Center (EHS/NRC) on behalf of the Head Start Bureau of the Administration for Children and Families of the Department of Health and Human Services. Early Head Start is an eight-year-old national program with a current budget of approximately $700 million dollars serving nearly 70,000 children throughout the US and its territories with intensive, comprehensive, pre-birth to five services. The EHS/NRC provides content expertise, technical consultation and general support services to Early Head Start (EHS) federal staff, regional technical assistance consultants, and EHS grantees nationwide to help in the development, implementation and improvement in program performance and in child and family outcomes. The mission of the EHS/NRC is to develop capacity at all levels (local, regional and national) of the EHS community. This mission is carried out through the establishment of an infrastructure of systems, mechanisms and processes that supports knowledge building and knowledge transfer activity and that provides a consistently reliable nationwide foundation of high quality research based expert infant/toddler knowledge. The operation of the EHS/NRC will be national in scope, and will align with and support ACF regional office efforts by responding to regional needs and supporting regional initiatives. The North American Industrial Classification System (NAICS) code is 541611. THIS IS NOT AN INVITATION FOR BID (IFB), REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR APPLICATION (RFA) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD A CONTRACT. The minimum contractor requirements are: (1) in-depth and comprehensive knowledge of current research and best practice regarding the needs of infants, toddlers, and parents; (2) knowledge of service issues related to diverse cultures, special needs children, and families living in poverty; (3) strong operational knowledge of the full range of the Head Start program performance standards; (4) an office in the Washington DC metropolitan area; (5) strong knowledge base in the areas of community organization and partnership building, including partnerships among Federal agencies, State agencies, and other key groups; (6) expert knowledge, expertise, and capability to support the maximum use of technology and distance learning for ongoing communication, knowledge gathering and knowledge sharing; and (7) extensive knowledge, skills, and nationally recognized capacity in the following areas: (a) INFANT AND TODDLER DEVELOPMENT (includes infant/toddler physical and mental health; infant/toddler child development, including social emotional, cognitive, language development; infant/ toddler disabilities; parent/child attachment; infant/toddler screening/assessment/desired outcomes; infant/toddler care giving; infant/toddler environments; multi-cultural practices; EHS program options, transitions, and regulations as they pertain to infants, toddlers and their families; and community and state partnerships, particularly Part C, child care, and health organizations); (b) PARENT DEVELOPMENT (includes pregnancy; teen parents; fatherhood; developmentally challenged parents; maternal health and depression; adult issues such as substance abuse and mental illness; adult education and training; and cultural differences); (c) COMMUNICATION SYSTEMS (includes capacity to develop and maintain a comprehensive national communication and knowledge sharing system among the federal staff, TA consultants, and EHS programs, using a variety of state of the art channels, modalities and methods; ability to hire, manage and supervise an experienced infant/toddler staff that will be outsourced to the ACF Regional Offices; and capacity to develop and manage an expert national infant/toddler consultant pool); (d) KNOWLEDGE BUILDING AND KNOWLEDGE TRANSFER (includes a comprehensive body of knowledge in all of the above areas that will support the program operation needs of the EHS community and that is based on the Head Start Performance Standards; capacity to design and implement a varied multi-pronged approach that will address the multiple needs of EHS federal staff throughout the United States, TA contractors throughout the United States, as well as an expanding number of grantee staff members in distant geographic locations; a knowledge base that will enable them to develop research and best practice based materials that will support knowledge building and knowledge transfer and ultimately help in the development of a well trained national infant/toddler workforce; and capacity to form relationships with institutions of higher learning across the nation, leading to course work, credit, and degree tracks in the field of infant/toddler development). Responses are requested not later than July 25, 2003. Capability statements will not be accepted after the due date.
