- This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Coast Guard intends to award a sole-source contract to VideoRay LLC, 400 Eagleview Blvd, Exton, PA 19341, to purchase 1 each of: VideoRay Pro II Remotely Operated Inspection System, Extension Tether, 15-inch Video Viewing Screen, Micro Manipulator remotely controlled gripping device, Tether Deployment System Reel integrated with Pelican 1620 Case, GV-D1000 MiniDV Recorder w/VideoRay Integration; 4 each of: Desert Star ROV Pilot Training System, AquaMap Universe upgrade to PILOT, Precision Navigation Heading Sensor and NMEA 0183 GPS Receiver, Ultimate Field Service Package; and 4 three day, on-site training sessions. The North American Industry Classification Standard (NAICS) is 525990 and the small business size standard is $6.0 million. Delivery is required within one year of contract award to various locations; FOB Destination. The provisions at 52.212-1, Instructions to Offerors ? Commercial and 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, apply to this acquisition. The following FAR clauses cited in 52.212-5(b) are applicable to this contract: 1, 5, 7, 8, 11, 12, 13, 14, 15, 16, 20, 21, 24. There are no addenda to any of the above clauses or provisions. There is no Defense Priorities and Allocations System (DPAS) rating assigned. All responses must be received within 10 calendar days of this notice at Commandant (G-ACS-4/LLB), US Coast Guard Headquarters, 2100 2nd Street SW, Washington DC 20593-0001 by 1600 EDT. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer. If the Contracting Officer is unable to satisfy the concerns, the offeror should then contact the Coast Guard Solicitation Ombudsman at the following address: Commandant (G-CPM-S/3)/2100 Second Street, SW/Washington, DC/20593-000l/Ph: (202) 267-2285, Fax: (202) 267-4011. Potential offerors should provide the following information to the Ombudsman in order to ensure a timely response: solicitation number, contracting office, Contracting Officer, and the solicitation closing date. All responses submitting the required information will be fully considered. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
