- This is the second and final notice concerning the reannouncement of OMB Circular A-76 Commercial Activities Study of Clerical Support Services in Georgia. The United States Department of Agriculture, Natural Rresources Conservation Service (NRCS) published two sources sought notices for clerical support services in eight locations throughout the State of Georgia under Solicitation No. NRCS-6-GA-03 on March 27, 2003 and April 11, 2003. The notices stated that this was an OMB Circular A-76 Direct Conversion with Cost Comparison Study. Following those notices, a Presolicitation Notice under Solicitation No. NRCS-14-GA-03 was issued on may 30, 2003 and a delay notice issued on June 16, 2003 for the same services which stated that the study was conducted under the OMB A-76 Circular. Currently Government personnel provide these services. Prospective offerors were advised that the Goverhment reserved the right to retain the work in-house and make no award of contract. Since the Presolicitation Notiace under NRCS-14-GA-03 was issued after the Revision of OMB Circular A-76 was made known, the NRCS is notifying prospective offerors of the transition of this study to the streamlined competition procedures described in the revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of previous cost rules and procedures that were in effect prior to the issuance of the revised circular. NRCS is further transitioning from the Direct Conversion with Cost Comparison Study to the USDA Express Review Study under the Circular. Under this method, no solicitation will be issued, therefore, Solicitation No NRCS-14-GA-03 is withdrawn and cancelled. If after the study is completed, the cost of in-house performance by Government personnel for the services is determined to be the most cost effective, the services will remain in house and continue to be performed by Government employees. If the results of the study indicate that contract performance is less costly than performance in house, the Government will prepare the necessary documents to solicit the services from outside sources.
