Description
The Naval Surface Warfare Warfare Center, Carderock Division (NSWCCD) anticipates procuring, on a sole source basis, engineering and technical services for the demonstration of long term field performance of antifouling (AF) coating systems that contain microencapsulated biocides (Kathon 287T and cuprous oxide). The work to be performed by Joton Inc. will require production and scale-up of microcapsules and requires specific knowledge of biocide and polymer chemistry, analytical chemistry, microencapsulation processes, antifouling coating chemistry, mechanism of biocide release and/or efficacy, product registration and marketing. In addition, unique/dedicated facilities are required for microcapsule production and scale up and chemical analysis of biocides and other key coating components. Tasks may include 1) support the determination of core material (Kathon 287T) leaching in to paint solvents/binder solutions from microcapsules; 2) Evaluation of scale-up production of microencapsulated Kathon 287T, 3) Documentation of microencapsulated Kathon 287T with regulatory bodies, 4) Shelf life determination and 5) Incorporation of microencapsulation of cuprous oxide. The work to be performed by Mach 1 will require 1) support the determination of core material (Kathon 287T) leaching into paint solvents/binder solutions from microcapsules; 2) scale-up production of microencapsulated Kathon 287T, 3) Documentation of microencapsulated Kathon 287T with regulatory bodies, 4) Shelf life determination and 5) microencapsulation of cuprous oxide.The period of performance of each contract will be for a total of three (3) years. It is intended that contracts be awarded to Jotun Paints, Inc., 9203 Highway 23, Belle Chasse, LA 70037 and to Mach 1, 340 E. Church Road, K ing of Prussia, PA. It is anticipated to award a Cost Plus Fixed Fee (Completion) type contracts. Note 22 applies to the extent that the Government intends to solicit both sources and no other services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1). Reference RFP No. N00167-03-R-0077 for Jotun Paints and N00167-03-R-0080 for MACH 1. It is estimated that the RFP will be issued on or about 15 August 2003 with a closing date 30 days thereafter.
