- The National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), will issue RFP No. NHLBI-HB-04-07 on or about July 28, 2003. It is anticipated that six to eight cost reimbursement completion contracts, with a period of five years, will be awarded. The contractor shall serve as a Blood Center (BC) for the new multicenter research program, Retrovirus Epidemiology Donor Study-II (REDS-II). The objectives of REDS-II are to conduct epidemiological, laboratory, and survey research on volunteer blood donors to ensure the safety and availability of the Nation?s blood supply. Monthly donation data will be collected from participating blood centers representing a minimum of 20,000 donors per year per center. It is expected that the laboratory component of the study will generate about four projects annually. REDS-II Blood Center responsibilities include, but are not limited to the following: 1) Participate in the development and finalization of study protocols and manual of operations by providing technical expertise in the areas of blood safety and availability. 2) Propose epidemiologic, laboratory, and/or survey studies on volunteer blood donors to be performed in REDS-II. 3) Collect, prepare, and provide to the Study coordinating center demographic data on all donations. 4) Collect, prepare and electronically transmit donor screening and confirmatory test data to the coordinating center. 5) The Principal Investigator shall serve as a member of the Steering Committee actively participating in developing and prioritizing proposed studies, and in reviewing and approving presentations, publications and analyses. 6) Participate in studies of human retroviruses and other blood-borne infectious agents in the blood donor population. 7) Participate in the design, prioritization, and performance of epidemiology, survey, and laboratory activities. 8) Participate in the administration of approved donor surveys by incorporating study protocols into blood center operations, contacting participants, distributing questionnaires, collecting data and fielding donor inquires. 9) Screen at least 20,000 blood donations per year for a period of forty-five months. 10) Collect and compile, in standard format, screening and confirmatory test results for all blood donations. 11) Collect, process, and store blood samples as required by study protocols. 12) Follow, according to protocol, infectious disease marker positive screened donors who are identified at the blood center. 13) Administer the REDS-II blood center scope of work and study protocols and transmit complete and accurate scientific data to the coordinating center for analyses. 14) Participate in all committee and subcommittee meetings, conference calls, and other organizational training sessions. This is NOT a Request for Proposals (RFP), and the Government is not committed to award a contract pursuant to this notice.
