Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) has a requirement for all labor, materials, and equipment to install a new solar powered sliding gate at the north entrance to the Department of Commerce Table Mountain remote research site. Installation of the gate will include all necessary site preparation including new concrete pads for operator and keypad stand, tie-in to existing 6' chain link fence, and removal of existing gates. Government will retain the old automatic swing gate. 1) Gate and operator will be installed according to manufacturer's specifications. A) Gate is to be a tubular ranch style approximately 4 ? feet high and constructed similar to the existing sliding gate located at the west entrance to the Table Mountain site. Opening to be gated is 28' wide. Gate in full open position should allow for at least 20 feet of passage. B) Gate will be controlled by an Apollo 7100 Slide Gate Operator with exit probe detectors and automatic close timer. Closure will have a safety sensor to prevent closing on a vehicle. C) Operator and keypad will be powered by a 40 watt solar panel with battery packs capable of 61-120 daily openings and power for Hirsch keypad. D) Hirsch keypad will be provided and installed on pedestal stand at entrance with built in card proximity reader. Included in the Hirsch keypad system are M2 DIGI*TRAC Model 2 (2 door panel) 115VAC, SNIB SCRAMBLE*NET Interface Board, and DS47L-SPX-HI ScrambleProx (scramble pad). E) "CAUTION AUTOMATIC GATE" sign should be clearly visible from both sides of gate. 2) SUBMITTALS. A) Furnish a complete detailed gate and hardware schedule of all parts to be installed. Include the following information: Name and description of each part provided including manufacturer's name, catalog number and quantities. Operation and Maintenance Data and Manufacturer's Warranties. B) All submittals must be received and approved by COTR before materials may be installed. 3) WARRANTY. A) Mechanical failure on Gate Operator for one year. B) Failure on all electrical components for one year. Contractor shall provide work schedule to COTR and complete all work during regular business hours (7:00 A.M. to 5:00 P.M.). All work shall begin as soon as Contractor receives the notice to proceed. Please contact the COTR as soon as possible to request a walk through. Please obtain a copy of the Davis Bacon Wage Rates for proposal preparation through the Contracting Officer. You may submit your proposal by email, fax or by mail. Proposal must be received on or before close of business August 8, 2003. Anticipated project completion date is no later than 4 weeks after materials are received following the "Notice to Proceed". This procurement is being conducted under the Simplified Acquisition Procedures, FAR Part 13.1 (NTE $100K) and is set-aside for small business. Proposals must include delivery date, business size, Federal Taxpayer Identification Number, and Dun and Bradstreet Number.
