- This is the second of two announcements, the first of which was posted on June 24, 2003. This announcement serves two purposes. First, it notifies potential offerors that this study is being conducted in accordance with the revised OMB Circular A-76, dated May 29, 2003. Second, this study is subject to the Brooks Act and the procedures in FAR Subpart 36.6. USDA-NRCS seeks qualified A&E firms to provide soil conservation technical services in Louisiana. NRCS plans to utilize the A&E selection process to negotiate a fair and reasonable price with the top ranked firm(s) and make a comparison with the Government's in-house cost estimate. A contract will only result if the cost of the A&E firm is more advantageous to the Government. Government personnel currently perform the services being studied. Major components of this work include: preparing and assisting in the preparation of formal conservation plans; preparing contracts for program funding, contract modifications, contract payment applications, and supporting documentation; performing conservation practice field investigations, surveys, design, construction layout, and final inspection of practice installation; documenting practice application according to policy and procedure; and coordinating activities with other federal, state, and local units of government and private groups and organizations. The applicable NAICS code is 541990. Any contract resulting from this solicitation will have a one-year base period and four one-year options. This solicitation is unrestricted. The U.S. Government reserves the right to retain the work in-house and make no contract award.
