Description
This is second of two notices published by the United States Department of Agriculture, Natural Resources Conservation Service for the transition for Mail/Supply services in Athens, Georgia to USDA Express Review Study. The NRCS originally set aside the mail/supply services position in Athens, Gerogia as a Direct Conversion with JWOD under OMB Circular A-76. No sources sought notices were placed in the FedBizOps for this position because in FAR JWOD set asides do not require publishing in the FedBizOpps. Prior to preparing and issuing a solicitation, the Revised OMB Circular A-76 was issued effective May 29, 2003. The revised OMB Circular A-76 does not allow direct conversions, therefore, the transition into the streamlined competition procedures of the revised circular are in effect. Since the NRCS had tentatively made a decision previously, the NRCS is further transitioning into using the USDA Express Review Study under the OMB Circular A-76. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. Under this method, no solicitation will be issued. If after the study is completed, the in-house cost for the services are determined to be the most cost effective, the services will remain in house and continue to be performed by a Governmetn employee. If the results of the study indicate that contract performance is less costly than performance in house, the Government will prepare the necessary documents to solicit the services through a JWOD set aside with Cost Comparison.
