- MARKET SEARCH/REQUEST FOR INFORMATION. NO SOLICATION DOCUMENT EXISTS. The United States Forest Service and the Bureau of Land Management are conducting a survey of potential sources of a new smokejumper parachute system. The new system will replace the current agencies parachute systems. The new system will consist of the main parachute canopy and deployment system, reserve parachute canopy and deployment system, and the harness/container system. The new system will have the following summarized performance characteristics: Shall be certified under the appropriate Federal Aviation Administration Technical Standard order certificate or military drawing number. Shall accommodate a minimum total exit weight of 175 pounds and maximum total exit weight of 340 pounds, aircraft speeds of 90 to 120 knots equivalent airspeed, exit altitudes up to 14,000 feet mean sea level, compatible with side door and rear ramp exits, and ability to deploy multiple jumpers per each aircraft pass. Must be static line deployed or static line drogue with a manual drogue release. If the system is static line drogue with a manual drogue release, an automatic activation device must be part of the system. Must be reliable. State how many reserve activations occur per 1000 jumps and provide documentation as to how these numbers were derived. The harness must be adjustable to fit a variety of body sizes and have equipment attachment points. Must weigh no more than 45 pounds, preferably less than 45 pounds. The main canopy shall have a minimum horizontal speed of 10 miles per hour and a maximum forward speed of 30 mph in 0 wind conditions. Using manufacturer's recommended landing method, the vertical velocity shall be no more than 14 feet per second. The main canopy shall provide a 65 degree approach angle with a maximum, 14 feet per second descent rate using a steady state toggle setting. Brakes must reduce forward speed to 0-2 mph. The reserve canopy may be smaller than the main, but must have similar flight characteristics and be appropriate for the stated weights, airspeeds and altitudes. Include the willingness of the company to participate in a demonstration of their product. No payment will be made for any costs incurred in the preparation of the request information. Industry firms capable of providing the required systems, in whole or in part, are invited to submit a response to this notice. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include literature, brochures, price lists, and capabilities summaries directly addressing their ability to meet the aforementioned needs.
