Description
The Department of Homeland Security, Bureau of Customs and Border Protection, United States Border Patrol Air and Marine Operations Center, El Paso, Texas, is issuing a combined synopsis/ solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation EFO-3-Q-0034 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm's DUNS number. The North American Industry Classification System (NAICS)code is 336412. The small business size standard is 1,000 employees. THIS IS A SMALL BUSINESS SET ASIDE. This requirement will result in a firm fixed price contract. A single award will be made. CLIN 0001: AS350 Engine Inlet Air Filtration System (Barrier Filter) Assembly Kit P/N 1350-IN1-7: 17 each $___________ each; CLIN 0002: Replacement Filter for CLIN 0001 P/N 1350-A2-1: 2 each $___________ each. Delivery shall be within 45 calendar days after award of the contract. The minimum requirement is for barrier filters that have a proper Standard Type Certification for use on the 4 each AS350BA and 13 each AS350B3 USBP helicopters. Delivery is to be FOB destination to the DHS/BCBP/U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906. Inspection and Acceptance will be at destination. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: The Government will award a contract resulting from this RFQ to the responsible Quoter whose quote conforms to the RFQ, meets the technical requirements, and provides the lowest price to the Government. FAR 52.212-4, Contract terms and Conditions -Commercial Items, applies to this acquisition with the following additional clauses: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and the following additional clauses apply to this acquisitions: FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns, FAR 52.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, FAR 52.225-7, Waiver to Buy America Act for Civil Aircraft and Related Articles; and FAR 52.252-1, Solicitation Provisions Incorporated by Reference (available at http://www.arnet.gov/far). Include a list of customer references, that includes point of contact name and phone number. Quotations are due to the Contracting Officer on July, 18, 2003, (not later than 1:00 p.m. local time), at Department of Homeland Security, Bureau of Customs and Border Protection, U.S. Border Patrol Air and Marine Operations Center, 9C Butterfield Trail, El Paso, TX 79906.
