Description
INTENT TO AWARD The General Services Administration intends to issue a contract to Concurrent Technologies. under the authority of FAR 6.302-1 through solicitation number 5TS5703D353. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The ECAM was developed by Concurrent Technologies Corporation (CTC), through the National Defense Center for Environmental Excellence (NDCEE), in cooperation with Coopers & Lybrand, L.L.P., to provide a consistent methodology to quantify and evaluate environmental costs and benefits. The contract action is to obtain cost benefit analysis services in support of the PEWG using the Environmental Cost Analysis Methodology (ECAMSM) in addition to other methods to determine if pollution prevention opportunities are economically justified. The proposed action will cover a one-year period of performance with four option years. Interested companies that are: 1. Currently registered in the GSA ITSS e-commerce system website, and 2. Have an extensive knowledge of and experience with the Environmental Cost Analysis Methodology (ECAM) program may identify their interest and capability to respond to the requirement. All information received by close of business 7/10/2003 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
